摘 要

党的十八届五中全会提出“必须牢固树立并切实贯彻创新、协调、绿色、开放、共享的发展理念。”“创新发展”位居五大发展理念之首，具有统领发展全局的时代意义，而软件与信息技术服务业是引领科技创新、驱动经济社会转型发展的核心力量，是建设制造强国和网络强国的核心支撑。但是，由于软件和信息服务技术业存在“高风险、高投入、高收益”的特点，在业务过程中承受着高于传统风险的压力。如果不及时对财务风险加以监测和防范，将对企业的运营带来极大的破坏。健康的财务战略可以有效的预防企业的财务风险。财务战略是企业整体战略的一部分，主要涉及财务性质的战略，包括以最适当的方式为企业筹集所需的资金以及如何在公司内部有效地管理和运用这些资金。为了使得企业的资金得到合理配置，制定财务战略是至关重要的一步。

财务战略矩阵的横坐标主要考虑企业追求高速增长时应注意资金的平衡与可持续发展，以防止资金短缺；纵坐标主要考虑到价值创造，应注意资本管理成本，以获得更好的投资回报。因此基于财务战略矩阵制定财务战略可以预防软件服务业企业追求高速增长而不注重费用控制、资金短缺等风险，帮助其实现可持续发展。

本文的研究将从理论分析和案例研究两部分进行论述，一共分为五个章节：第一章为绪论，主要介绍论文的研究背景和意义及国内外文献综述；第二章对财务战略矩阵进行理论分析，介绍原理、指标、财务战略选择方法等；第三章以软件服务业中的LC公司为例，分析其财务战略矩阵分布结果；第四章利用财务战略矩阵，从投资、筹资和股利分配等角度分析和评价LC公司的财务战略。第五章运用财务战略矩阵对LC公司的财务战略提出优化建议。本文的研究成果预期对提高LC公司乃至软件和信息技术服务业财务战略的制定具有一定的理论指导和示范意义。

Abstract

The Fifth Plenary Session of the Eighteenth National Congress of the Communist Party of China put forward that "we must firmly establish and implement the concept of innovation, coordination, green, openness and sharing." "Innovation and development" is the first of the five development concepts, the software service enterprises lead to the scientific and technological innovation, is the construction of power and network power of the core support. The software service enterprises are under pressure of "high risk, high input, high yield". If not timely monitoring and preventing the financial risks, the enterprise will bring great damage. Financial strategy is part of the strategy of the business, mainly related to the nature of the financial strategy, including the most appropriate way to raise the necessary funds and how to effectively manage and use these funds within the company. In order to allocate the funds, the development of financial strategy is essential.

Financial strategy matrix abscissa mainly should pay attention to the balance of funds and sustainable development to prevent the shortage of funds; vertical coordinates takes into account the value creation, to capital management costs in order to obtain a better return on investment. Therefore, the development of financial strategy based on the financial strategy matrix can prevent the to pursue high-speed growth without paying attention to the risk control, the shortage of funds and other risks to help them achieve sustainable development.

Chapter 1 introduces the background. Chapter 2 is about the financial strategy matrix. Chapter 3 takes as an example, analysing its financial strategy matrix. Chapter 4 from the investment, financing and dividend distribution point of view analysis and evaluation of LC's financial strategy. Chapter 5 uses the financial strategy matrix to put forward the optimization proposal for LC company's financial strategy. The research results of this paper are expected to have some theoretical guidance and demonstration significance to improve the financial strategy of LC company and software and information technology service industry.

1.1.1□研究背景

“十三五”时期是我国全面建成小康社会决胜阶段,技术革命的趋势不断在深入，加上中国创造2025、“互联网 ”行动计划、大数据等国家战略的提出，给予软件与信息技术服务业新的任务和使命。与此同时，“大众创业、万众创新”的理念对软件和信息技术服务业提出了更高的要求^[1]。软件和信息技术服务业更新换代速度快，全球化要求高，国家或企业想在大面积的竞争中占有一席之地，更需要重视到战略管理、资源优势的调整战略中去。

资金是企业可持续运营的必要条件，为了使得资金的源源不断及合理配置，制定财务战略是不可获取的一部分。而多数企业未能将战略思想运用到企业的财务管理中，使得资金利用率低下甚至断裂，阻碍企业的正常发展[²]。

2000年首次提出的财务战略矩阵综合了企业价值创造和可持续增长理论，具有的独特性。财务战略的最终目标使得企业能够实现价值增长，完成预期目标，运用财务战略矩阵能够帮助企业更好地实施财务战略。
