摘 要

本文主要借助高校基建项目预算成本控制方面的信息，对高校基建项目预算成本控制存在的问题和方法做出了论述，所得结果对于高校基建项目预算成本控制的清廉化和财政拨款合理利用具有重要的指导建议。

论文主要研究了高校基础建设项目预算成本控制，阐述了预算成本控制的过程和特点，通过对A高校基建项目预算成本控制案例的分析，剖析了高校基建项目的预算成本控制存在的问题。研究表明：高校基建项目预算成本控制存在招投标不规范、成本项目不细分、领导层成本控制意识不强等一系列问题，需要全过程全方位加强项目预算成本的管理和控制。本文特色主要在于全面系统的分析了高校基建项目预算成本控制存在的问题和解决措施，对我国高校加强教育设施建设管理、提高资金使用效益等具有一定的借鉴作用。

Abstract

With the information about construction project budget cost control in college, this article states some problems existing in the construction project cost control and in colleges and universities and several method of solving them, the results for the integrity of the university capital construction project cost control and reasonable use of the fiscal appropriation has important guidance advice.

Thesis mainly study on the construction of colleges and universities budget cost control, which also expounds the process and characteristics of cost control and illustrates the case about college capital construction project budget cost control. In addition, through the in-depth case analysis, it expounds the problems existing in the construction project cost control in colleges and universities. Research shows that college capital construction project budget cost control exist problems such as non-standard project bidding, not-partitioned the cost ,lack of leadership cost consciousness and so on, which need whole process of comprehensive management and control .This paper analyses features mainly lies in the comprehensive system of college capital construction project budget cost control problems and solutions, which has profound practical significance, so it has certain reference significance in China's colleges and universities education facilities and the efficient use of funds and so on.

1.1 选题背景及意义

（1）研究背景

近几年江西、湖南、湖北等地的高校领导干部已被查处参与了多起腐败案件，这些案件都与基建项目有关。由于国家教育部门对教育的重视和高校的扩张和扩建，使高校的基建项目资金投入越来越多，众多的扩建项目成为了很多腐败人员的关注对象，越来越多的高校在基建成本控制这一块存在很多问题。在这情况下，高校基建项目成本控制受到了很大的关注。

（2）研究意义

虽然国家教育部门对高等教育的资金投入不断增加,但也难以跟上高校不断扩建扩张的脚步,因此高校在财政这一块的需求仅仅靠政府已经不能被满足了,高校办学经费不断增加，政府的投入比例已经满足不了高校基建项目完成所需的费用了。对于高校扩建扩张所需的投入资金已不能够单纯的依靠政府补助，应该寻求其他多样的方式来筹集资金，运用市场规律来运行，这样多样式的筹资方法更能够满足高校基建项目成本。而当前高校基建项目预算成本控制的力度不够，同时相关人员的法律知识缺乏，导致近几年高校由于基建项目的腐败案件越来越多，很多高校行政工作人员钻基建项目预算成本的空子，使得实际成本超出预算成本很多。高校就必须提高基建项目资金使用的效率和投资回报率,以避免资金被乱用的风险,促进高校的可持续健康发展。本选题在基于对A高校科技园基建项目之上，对该项目预算成本控制将进行探讨,分析科技园基建项目存在的问题，希望通过本文能改善高校基建项目预算成本控制合理化和清廉化，同时也加强各高校对基建项目预算成本的重视程度并且了解成本预算控制中更多的关键点。
