摘 要

农村基层党组织是党在农村全部工作和战斗力的基础，在引领乡村治理中发挥着领导核心作用。进入中国特色社会主义新时代，基层党组织面临着新的挑战，自身不足愈发凸显，群众组织力薄弱、角色定位不清、治理能力短缺等问题严重阻碍了乡村治理的有效实现。本研究首先对论文的研究背景和意义、研究现状、研究目标和研究内容、研究思路与方法进行综述，进一步探讨了基层党组织与乡村治理的含义，阐释了乡村治理理论和基层党建理论。其次对胡集乡农村基层党组织引领乡村治理的现状进行调查分析，在实地探访的基础上陈述胡集乡农村基层党组织在乡村治理中发挥的作用，结合实际案例总结农村基层党组织在乡村治理中取得的成果，指出其工作中存在的问题，并对这些问题产生的原因进行细致的分析。最后提出农村基层党组织提升自身引领能力的路径，从政治、经济、思想、服务四个方面出发全面提升基层党组织引领乡村治理能力。

Rural grass-roots party organizations are the basis of the party's work and combat effectiveness in rural areas, and play a leading role in rural governance. In the new era of socialism with Chinese characteristics, the grass-roots party organizations are facing new challenges, and their own shortcomings are increasingly prominent. The weak organizational power of the masses, unclear role positioning, and lack of governance ability seriously hinder the effective realization of rural governance. This study first summarizes the research background and significance, research status, research objectives and content, research ideas and methods, further discusses the meaning of grass-roots party organizations and rural governance, and explains the theory of rural governance and grass-roots party building. Secondly, this paper investigates and analyzes the current situation of leading rural governance by rural grass-roots party organizations in Huji Township, states the role of rural grass-roots party organizations in rural governance based on field visits, summarizes the achievements of rural grass-roots party organizations in rural governance combined with practical cases, points out the problems in their work, and makes a detailed analysis of the causes of these problems Analysis of. Finally, the paper puts forward the path of improving the leading ability of rural grass-roots party organizations, and comprehensively improves the leading ability of rural governance from four aspects of politics, economy, ideology and service.

党的十九大报告中明确指出，“当前我国社会的主要矛盾已经转化为人民日益增长的美好生活需要与不平衡不充分的发展之间的矛盾[^[1]]”。农业农村同样呈现这一趋势，解决这些问题必须依托农村基层党组织，充分发挥其在乡村治理中的引领作用，夯实农村基层党组织战斗堡垒作用，在总结基层党组织现阶段取得成果的同时，认真分析当前基层党组织存在的问题，对症下药帮助基层党组织走出困境。
