摘 要

近年来我国人民由于思想观念的转变，对于政府信息的关注度越来越高,也因为自身权益开始对其抱有极大的兴趣。作为信息资源的重要组成部分，社会信息中的百分之八十是政府信息，它既作为直接途径让民众了解政府，也让公众监督政府行为拥有重要依据。由于政府信息公开的主要途径是政府网站，所以我国绝大多数政府网站的“第一功能定位”就是政务信息公开,这也是对政府网站现状进行评估的一个重要方面。

本文围绕政府网站信息公开的发展现状展开调查研究，首先，界定了政府信息公开的基本概念，接着，对国内外政府网站信息公开制度进行对比分析。在此基础之上，本文以江苏省政府网站为例，着重对我国省级政府网站的信息公开现状进行调研，主要对象为江苏省政府网站及其下属各个厅级单位的政府网站。以求对整个江苏省政府网站有一个直观、全面的了解，并根据2014年政府网站评估指标来构建了一个可量化的评价指标体系。根据调研得到的数据，对我国政府网站信息公开现状进行逐一的分析，总结相关问题的原因及解决方法，提出具有建设性和可操作性的对策。

Abstract

In recent years, due to the changing ideas of our people, for the attention of more and more government information, but also because of their own interests began with great interest. As an important part of information resources, eighty percent of the information society is government information, both as a direct way to let people know the government, but also to public scrutiny has an important basis for government action. Since the main way FOI government website, so the "first functional orientation," the vast majority of government websites is public government information, which is also the site of the present situation is an important aspect of the government assessment.

This paper focuses on the development status of information disclosure of government websites conducting a research study, first of all, define the basic concepts of FOI, then, for

domestic and foreign government website information disclosure system were analyzed. On this basis, this paper, the Jiangsu provincial government website, for example, focused on the current situation of information disclosure provincial government websites to conduct research, the main target for the Jiangsu provincial government website and its subordinate units of government departmental sites. In order for the entire Jiangsu provincial government website has an intuitive, comprehensive understanding of, and according to 2014 government website evaluation index to build an evaluation system can be quantified. According to research data obtained on the current situation of public information on government websites one by one analysis, summarize the reasons related problems and solutions, to propose a solution with a constructive and workable.

第一章 绪论

1.1研究背景

自从我国开设“政府上网”工程以后，各级政府及其职能部门为了能加快前进的步伐，提高政府透明度、建设阳光政府而各自加快了其政府网站的建设^[1]。同时，政府信息公开制度的建设从2008年开始在我国已有7年，政府在这上面作出了难以想象的努力，取得了令人赞叹的成绩。但客观分析，政府网站信息公开制度的建立，我国的步伐落后于其他发达国家，我国虽然成功建设了具有中国特色社会主义的政府网站，但是在实用性、方便些和服务性等方面和国外的一些优秀政府网站相比仍有差距，所以我国一定要奋起直追，继续进步。

从政府公开的一些数据来看，在政府信息公开制度的建立中我国依然存在着一些问题。以我国省级政府网站的基本情况为调查对象，发现其中大部分政府网站只是把本地区本部门的政策法规、政府文件、职能介绍等信息发布了出来，而关于财政预算等资金信息，以及政务工作的统计等一些关键信息上，其发布状况存在滞后现象，有待加强^[2]。同时，政府网站存在形式主义，许多政府网站成为了一项形象工程，政府信息公开成了
