摘 要

随着我国改革开放的不断深化，经济社会迅猛发展，社区作为连接政府与群众的桥梁，在服务广大群众、加强基层民主等方面起着不可忽视的作用，已成为影响社会治理成效的一个重要因素。社区治理功能的日益凸显，使得对社区的研究也成为公共管理学界的一个研究热点。武汉市地处长江中游，作为我国中部地区的一个枢纽城市，经济发达，人口稠密，交通便利。经济社会的进步促进了武汉市社区的发展，而社区的发展壮大也必然会促进武汉市经济结构的优化发展和社会机制的良性运行。因此，本文立足于协商民主视角，以武汉市的社区治理的发展现状为切入点，综合运用文献分析、比较研究、案例分析等研究方法，指出武汉市在社区治理过程中面临的问题，包括政府的行政干预色彩浓厚，社区居民委员会的角色错位，社区社会组织发展存在阻力，社区居民自治流于形式等四个方面的问题。并相应地从转变地方政府职能，确立居委会自治法人地位，发展社区社会组织，提高社区居民参与意识，构建社区治理的民主协商机制等五方面给出促进武汉市社区良性发展的建议，以达到推动武汉市经济社会发展的最终目的。

Abstract

Along with the constant deepening of reform and opening-up in our country, the rapid development of economy and society, the community as a bridge that crosses from the government and the masses, strengthen democracy at the grassroots level in the service of the masses, plays a considerable role in such aspects, has become an important factor of affect the social governance effect. Growing community governance function, makes the study of community and public management, a research focus in the academic circle. Wuhan city is located in the Yangtze river middle reaches, a hub city in the central region in China, the economy developed, densely populated, traffic is very convenient. Economic and social progress will promote the development of wuhan city community, and community development will inevitably promote the optimization of economic structure in wuhan city development and the social mechanism of benign operation. Therefore, this article based on the perspective of deliberative democracy, with the development status quo of community governance of wuhan city as the breakthrough point, the integrated use of literature analysis, comparative study, case analysis and other research methods, points out that the wuhan city are faced with the problem in the process of community governance, including the government's administrative interference color is strong, the role of the community residents' committees, community development of social organizations exist resistance, community residents autonomy become a mere formality and so on four aspects. Accordingly from the transformation of local government function, establish the legal status of residents' autonomy, the development of community social organizations, community residents to participate in awareness, build the democratic consultation mechanism and so on five aspects of community governance recommendations to promote the development of wuhan city community benign, in order to achieve the ultimate goal of promoting economic and social development in wuhan .

城市社区作为连接政府与居民的桥梁，其治理水平的高低，治理效果的好坏直接影响到我国基层群众自治的实施和基层民主制度的建设，从而影响我国经济的发展和社会的稳定。因此，提高城市社区治理水平，优化城市社区治理模式，改善城市社区治理效果，从而促进城市经济社会发展就迫在眉睫。武汉市作为我国华中地区的中心城市，经济发展快，常住人口逾千万，交通体系健全。武汉市经济的发展促进了社区的进步，反之，社区的发展也有利于武汉市经济结构的优化和社会的稳定，因此，在建设国家中心城市的背景下，分析武汉市社区治理现状，吸收国外社区治理的先进经验，推动武汉市社区治理水平的提高和治理模式的发展，促进武汉市经济结构的优化和社会机制的健全，是当前时期的重大任务，也是武汉市经济社会全面发展的题中之义。
