摘 要

随着户籍制度与土地制度的不断改革，城市化愈演愈烈，大量的农村人口涌向城市，农村的经济社会发展陷入停滞，也给农村的治理带来了更多的问题。农村合作社，在农村治理当中一直以来具有诸多积极作用。首先，对选题的背景意义以及国内外文献进行了阐述。其次，对农村合作社以及乡村治理相关概念与理论进行了简述。接着，在社会资本理论、制度变迁理论、新公共服务等理论基础上分析了农村合作社参与乡村治理的动力及限定性因素。得出合作社参与乡村治理有三个方面的动力，分别是依附型动力、主动型动力以及被动型动力；同时发现有三个方面的限制性因素，即合作社的地位受村两委限制、自身发展存在囚徒困境以及合作社对乡村治理存在一些消极影响。随后，提出合作社参与乡村治理的现有路径，包括实现合作社与村两委领导的职能重叠、由“参与者”变为“主导者”以及合作社和村委的相互独立。最后，提出合作社参与乡村治理的优化路径，即合作社管理层与村干部交叉任职、经济能人带动型合作社参与乡村治理以及公司带动型农民合作社参与乡村治理。以构建完善的乡村治理模式，同时有助于农民合作社的发展，实现二者的协调统一。

Abstract

With the continuous reform of the household registration system and the land system, urbanization has intensified, a large number of rural population has flocked to cities, rural economic and social development has stagnated, and it has brought more problems to rural governance. Rural cooperatives have always had many positive effects in rural governance. First of all, the background significance of the selected topic and the domestic and foreign literature are elaborated. Second, the concepts and theories related to rural cooperatives and rural governance are briefly described. Then, based on theories of social capital theory, institutional change theory, and new public service theory, the author analyzes the motivation and the limiting factors of rural cooperatives' participation in rural governance. There are three motivations for cooperatives to participate in rural governance: dependency power, active power, and passive power. At the same time, there are three restrictive factors: the status of the cooperative is limited by the village committees, and there are prisoners in its own development. The predicament and the cooperatives have some negative effects on the governance of the village. Subsequently, the existing paths for cooperatives to participate in rural governance are proposed, including the overlapping of the functions of the leaders of the cooperatives and village committees, the change from “participants” to “dominants”, and the mutual independence of cooperatives and village committees. Finally, it puts forward the optimal route for cooperatives to participate in rural governance, that is, the management of the cooperatives and the village cadres to cross the office, the economic able to drive the type of cooperatives to participate in the rural governance, and the company to drive the type of farmer cooperatives to participate in the rural governance. In order to construct a sound rural governance model, it will also help the development of farmer cooperatives and achieve the coordination and unification of the two.

第1章 绪论

1.1研究的背景与意义

乡村问题，关乎农村生活水平与经济建设，关乎社会和谐稳定。关于乡村治理，我国经历了三个阶段。第一个阶段，传统的管理。随着乡村治理问题越来越复杂，人们对民本意识和公平意识需求越来越强，全能型政府受到诸多挑战，急需要一个高效的治理模式。第二个阶段，是 20 世纪 80 年代以来，我国政府开始进行简政放权，对各项职能进行改善，乡村治理模式也得到创新。步入地三个阶段，是2013年以来，党的十八届三中全会提出要推动国家治理体系的现代化。乡村的治理问题也成了其中的重点。在这种背景下，加强乡村治理相关问题研究具有重要的时代意义。

本文从农村合作社的功能出发，对农村合作社参与乡村治理的动力进行了阐述，从促进农村资源优化配置和重塑乡村社会资本的角度，论证了农民合作社在乡风文明方面的积极作用；从增强政治责任感、提升政治效能感和拓宽农民诉求制度化表达途径的角度，论证了农民合作社在政治清明方面的积极作用；从推进农村基础设施建设、优化乡村环境、完善农村社会事业的角度论证了农民合作社在城乡基本公共服务均等化方面的积极作用。将合作社的功能系统有序地展现出来，希望为推进学术界对合作社的研究进程尽微薄之力。
