摘 要

本文综合运用理论分析和实证分析相结合的方法,研究关于网络利他行为的乳品质量安全监管机制问题。主要研究内容包括:

第一章主要介绍了本课题的研究背景和意义以及本文的创新点。

第二章主要涉及了相关理论和国内外研究现状。

第三章分析了我国乳品质量安全监管的现状，第一点是我国乳品质量安全监管现有的机制，第二点是我国乳品质量安全监管机制中存在的问题。

第四章针对监管机制中存在的问题来设计调查问卷，然后重点分析网络利他行为对乳品质量安全监管机制的影响，最后对调查问卷的结果进行分析得出结论。

第五章利用分析得出的结果对监管机制进行改进，本章重点进行了两种机制的改进

一种是基于社会舆论的监管机制的改进，另一种是基于网络利他行为的监管机制的

改进。

最后一章是本次研究内容的总结和对未来研究的展望。

Research on the supervision mechanism of quality safety for dairy products which considering the Internet altruistic behavior

Abstract

In this paper, we mainly study the improvement of supervision mechanism of the quality safety for dairy products based on the Internet altruistic behavior. The main content include：

The chapter one mainly introduces the research background and significance of the topic, as well as the innovation of this paper.

The chapter two mainly introduces the relevant theory and reviews domestic and foreign research.

The chapter three analyzes the current situation of quality and safety supervision in China's dairy, The first point is the existing mechanism of China's dairy quality and safety supervision. The second point is the problem of China's dairy quality and safety supervision mechanism.

The chapter four designs the questionnaire in the view of the problems that exist in the supervision mechanism to. Then it analyzes the influence of the Internet altruistic behavior on the supervision mechanism of dairy products quality and safety. Finally, the results of the questionnaire were analyzed to draw the conclusion.

In chapter five, the results of the analysis are used to improve the regulatory mechanism.This chapter focuses on the improvement of the two mechanisms，one is based on the improvement of the supervision mechanism of the public opinion，the other is the improvement of the supervision mechanism based on the Internet altruistic behavior.

The chapter six is the summary of this study and the prospects for future research.

第一章 绪论

1.1研究背景

国家经济经过多年的发展，人民生活质量普遍得到了提高，乳制品的消费量以及普及率也得到了较大幅度的提高。据统计，从2000年到2001年我国的奶产量从9000万吨奶到超过1000万吨，增加了大约10%。但消费量增长速度要比乳品产量增长速度高，大约有25%。2010年及其之后的三年里面，我国乳制品产量仍然保持着高增长率，不过在2014年出现了下滑趋势，2014年乳产品产量相比于2013年减少了大约一个百分点，这也是近十四年来乳产品产量第一次呈下降趋势。到了2015年，国家出台了多部有关乳品的政策，保证了我国的乳制品产量的快速增长。2014年，我国乳制品行业规模总资产超过了2000亿元，行业年度总产值约为3390亿元，并且在2014年行业乳品利润总额超过了220亿元。不过要是从乳品的人均消费量来看，我国乳产品的消费水平要远低于其它国家。目前澳大利亚乳品人均消费量比较高，他们人均消费量是我国的5倍之多。与我们相距很近的韩国，他们的乳品人均消费量是我国乳品人均消费量的近2倍。所以综合看来我国乳品人均消费量还有很大的增长潜力。
