摘 要

新时期下，高校大学生基层党组织的建设难以跟上时代的发展以及适应高校基层党建与高校改革的需求，缺乏创新活力，因此急需进行大学生基层党组织建设创新。本文主要通过对高校学生基层党组织建设的现状分析，发现不足，总结经验, 开拓思路，为大学生基层党组织建设提出有效对策。

全文共分为四个部分：第一部分主要分析大学生基层党组织的内涵、特点；第二部分探讨大学生基层党组织建设创新的意义，显示其必要性；第三部分结合武汉地区某高校Z学院学生基层党组织建设的现状，分析存在的问题，从而为其创新指明方向；第四部分揭示大学生基层党组织建设的创新路径。本文综合运用文献分析法、经验总结法、比较分析法、系统分析法，紧密结合大学生基层党组织的特点与现状，有针对性的进行探析，并从“三新二强一保障”展开论证，为不断促进大学生基层党组织建设提出创新性对策。

Abstract

In the new period，the construction of college students' basic party organization is difficult to keep up with the development of times, it's difficult to adapt to the needs of current basic party building and reform of colleges and universities. It really lacks innovation and vitality. Therefore, it is urgent for the college students' basic party organization to innovate the construction. This paper mainly founds out the problem and sums up experience through the status analysis of college students' basic party organization construction, in order to create new ideas for the organization's construction and put forward some effective countermeasures to improve the construction of college students' basic party organization.

The full text is divided into four parts: the first part analyses the connotation and characteristics of college students' basic party organizations. The second part discusses the meaning of the innovation of the construction of college students' basic party organizations and highlights its necessity. The third part combines of the present situation of the construction of college students' basic party organizations in the Z School in Wuhan, in order to analyze the existing problems, so as to point out its innovation direction. The fourth part reveals the innovation path of college students' basic party organization construction. This paper comprehensively uses the literature analysis, experience summary, comparative analysis and system analysis, closely combined with the characteristics of college students and the status quo, to carry out analysis pertinently. This paper proposes the new ideas from "three creations, two reinforcements, one guarantee" to the innovation of the construction of college students' basic party organizations, and puts forward innovative measures to promote the construction of college students' basic party organizations constantly.

如今，大学生党员已然成为高校基层党组织的生力军，其数量约占大学生总量的13%，且2014年新发展的大学生党员数量占全国新发展党员总数的37%以上，其规模已明显高于教职工党员规模。大学生基层党组织作为我们党发展、教育、管理、监督高校大学生党员的重要组织，是高校开展思想政治教育工作的前沿阵地，是全面开展党政工作和保持战斗力的重要基础。

1.1.2 研究意义

创新大学生基层党组织建设，是新时期做好党建工作的必然要求。大学生基层党组织不仅承担着联系、服务和凝聚青年的作用，而且还肩负着为国家培养、输送优秀人才的责任，是“党管人才”战略在高校中的切实体现。随着经济全球化、信息全球化的发展，高校教育改革的不断深入，我国高校师生的世界观、人生观和价值观也随之发生了变化，出现了新的考验和挑战。针对当前基层党组织存在的问题加强组织建设，并随着形势的变化不断创新工作运行模式，既是当前党建工作所面临的重大课题，又是增强党组织凝聚力和先进性的重要举措。因此，要充分意识到基层党组织建设创新的意义，从制度上健全管理，着力推动理论研究和实践探索，充分发挥党在长期奋斗中形成的优势，才能不断开拓基层党组织建设的新思路，促进创新性发展。

国内学者对大学生基层党组织建设进行了比较全面、深入的研究，取得了一系列颇具现实意义的成果。总的来看，目前学术界主要从大学生基层党组织建设的重要意义、建设现状、对策分析、组织建设等方面展开。
