摘 要

二十一世纪以来，我国多式联运发展进入快车道，国家陆续颁布扶持政策，多式联运已在国家重点战略中占有一席之地，成为促进物流业低成本高效益发展的重要举措。铁水联运作为多式联运的主要形式之一，为运输策略发展、港口转型升级提供了有力抓手。武汉市阳逻港是中部地区最大综合性核心港口之一，正面临着铁水联运战略机遇期。如何依据现有政治经济优势，整合资源，不断创新铁水联运新模式，是阳逻港在新的历史时期巩固自身发展，成为国际贸易港的有力把握。

本文将通过分析国内港口铁水联运发展相关研究成果，运用SWOT分析法（基于内外部竞争环境和竞争条件下的态势分析法）、PEST分析法（宏观环境分析法）的具体分析手段，结合阳逻港铁水联运发展的内外部环境状况，分析阳逻港发展铁水联运的优势、劣势、机遇和挑战，在此基础上制订阳逻港的发展定位、发展目标，并对发展策略的有效实施提出有关保障条件和对策措施的可行性建议。

Abstract

Since the 21st century, China's multimodal transport development has got into the fast track, the state has issued supporting policies, multimodal transport has taken a place in the national key strategy, has become an important measure to promote the logistics industry development of low cost and high efficiency.As one of the main forms of multimodal transport, the combined transport of iron and water provides a strong grip for the development of transport strategy and port transformation and upgrading.As one of the largest comprehensive core ports in the central region, wuhan yangluo port is facing the strategic opportunity period of iron and water transport. According to the existing political and economic advantages, how to integrate resources and constantly innovate the new mode of iron and water combined transport is a strong grasp for yangluo port to consolidate its own development and become an international trade port in the new historical period.

This article through the analysis of the domestic related research results, the molten iron intermdal port development concrete analysis means of SWOT method, the PEST method, combined with internal and external environment for the development of yangluo port of molten iron transport conditions, analysis of molten iron transport yangluo port development strengths, weaknesses, opportunities and challenges, on the basis of formulating the yangluo port development orientation, development goals, and effective implementation of development strategy put forward measures to guarantee conditions and the feasibility of the proposal.

（1）研究背景

港口是国家、地区贸易发展的窗口，港口的高水平发展，既是贸易发展的表现，同时也为地区城市的经济发展带来了不懈动力。党的十九大胜利召开，我国从上一时期迈入新的历史阶段，作为党在十九大上的重要战略部署，交通强国战略成为新时代我国建设现代综合交通运输体系的最新依据。而多式联运作为强大支柱，在国家策略以及港口自身发展占有无法替代的地位，作为多式联运的组成部分，铁水联运有助于港口整体服务水平的提高，给港口转型与升级注入动力，同时促进新时期运输结构的全新调整。在有能力，有条件的地区发展铁水联运发展策略的探究，将为新兴港口开展新模式，老港口转型升级，地区经济贸易制度调整提供有效借鉴，也是探索新环境下，逐步利用现有能力探索现代综合交通运输体系的有效助力。

武汉作为“一带一路”和“长江经济带”的交叉点，有着众多如“长江新区”国家战略政策的扶持。武汉港口贸易历史悠久，具有优越的地理区位。2016年，全国外贸总额占GDP（国民生产总值）的33%，此外郑州的外贸总额占GDP的46%，在这个背景之下武汉外贸总额仅为1570.1亿元，仅占GDP的13%。作为国家中部核心城市，武汉的贸易额远没有达到符合其政治经济地理区位的程度。
