摘 要

改革开放至今，随着我国市场经济的持续发展，政治体制和社会体制改革的日益深入，中国的社会组织迅速发展起来。与此同时，由各种复杂的冲突和矛盾引起的群体性事件频繁发生，给社会带来了巨大的负面影响。政府作为公共服务和社会事务的提供者与管理者，在群体性事件的预防和治理中起着主导作用。社会组织作为国家、公民之外的第三方力量，它的迅猛崛起，蓬勃发展，在化解社会矛盾，维护和推进社会稳定，预防和化解群体性事件中扮演着不可替代的角色。因此，研究社会组织在预防和化解群体性事件中的作用，提高社会组织治理能力和群体性事件的处置能力，对群体性事件的预防和化解有着非常重要的作用。

本文重点研究社会组织在治理群体性事件中的作用，以群体性事件的相关内容和社会组织的特征为基础，并在此基础上表明社会组织在参与治理群体性事件过程中起到了不可小觑的作用。除引言和结束语外，本文主要分为四个部分：第一部分是有关社会组织和群体性事件的阐述，对社会组织的概念、特点进行介绍和分析,同时阐明群体性事件的概念及其特征。第二部分全面剖析了社会组织预防和化解群体性事件的必要性以及其在预防和化解群体性事件过程中的作用。社会组织在群体性事件处理过程中充分发挥政府与公民之间的中介作用，在政府与公民之间扮演着沟通交流桥梁的角色，形成社会各个方面信息传递的网络，协助各级政府开展面向社会公众的宣传和预防工作；同时，社会组织在事后提供公共服务、社会救助以及维护社会弱势群体利益等方面有着无可取代的作用。第三部分是对社会组织在预防和化解群体性事件中发挥的作用所受到的制约因素进行探究和分析，为社会组织有效治理群体性事件提供了理论基础。第四部分是关于如何强化社会组织在预防和化解群体性事件中作用的对策研究，借鉴西方社会组织在预防和解决群体性事件过程中所采取的相关策略，针对如何强化我国社会组织在治理群体性事件的过程中发挥的作用提出对策及建议。

Abstract
