摘 要

随着人口的急剧增长，老年人口数量逐渐呈增长的趋势，随之而来的就是众多人口下的养老压力。对于一个政府而言，政府组成、管理构架、服务政策及福利措施更新的过程，有着其特定的程序和流程，需要一定的时间来建立与形成，从而其中就出现了形式上的“供需”脱节的状况，也可以理解为思想与行动上的“时间差。”因此，这就会引起老百姓对于政府服务、管理上的不满，对政府失去信心，给社会带来一定的不安因素，影响社会的秩序。这在一定程度上迫使政府不得不寻求第三方力量来弥补自身提供公共服务的不足。社会组织，这一新兴主体，凭借其独特的功能与地位，理所当然的成为有力的“第三方力量。”另一方面，通过对西方发达国家对于养老服务的经验的借鉴和进一步发展，更加深刻认识到社会组织的独特社会功能。本文就通过对社会组织自身的特点及定位，加上东西方对于养老服务向社会组织购买服务的异同对比，及当下存在的问题与困境，寻求解决的措施等各个角度对政府向社会组织购买养老服务问题研究进行进一步的剖析。

The research of government purchasing endowment service to social organizations

Abstract

With the sharp growth of population,the elderly population is a growing trend gradually,and many pension under the population pressure.For a government,the government policy and welfare measures,management structure,service update process,which has its specific procedures and processes, needs a certain amount of time to build and form.In addition,some of them in the form of ‘supply and demands’ disconnect,which can also be understood as a thought and action on the time.So this will cause the common people lose faith in the government to bring some disturbing factors and social influence.To some extent,this forced the government to seek for the power of a third party to make up for the inadequacy of itself to provide with the public services.Social organizations,this new subject with unique social function and status of course become to a powerful-third party power.On the other hand,through to some western developed countries for person service,they adopted to the social organizations to help them provide with public services by the ‘rental way’.So for the future development,we need learn from the western and then do better on the public service.
