摘 要

“安全社区” 是当今世界上许多国家基层治安管理的一种模式，是人们追求更高的生活品质和对自身安全更高要求的产物。安全社区在国外已经有一段时间的发展历史，但是就我国目前安全社区的建设情况来看，安全社区在我国尚处于发展建设初期阶段，作为对社区进行安全管理和综合服务的创新型社区建设，在安全促进工作方面有极其重要的意义。但目前在安全社区的建设过程中,作为促进社区建设的重要力量，社会参与存在着诸多方面的问题, 影响了安全社区的发展。本文在梳理现有关于安全社区建设工作方面的文献资料的基础上提出存在的问题，简要分析造成此种问题的原因。最后有针对性地提出有关优化建议。安全社区的建设需要各社会力量的共同参与，社区建设的过程中要鼓励居民参与、广开言路，调动社区居民参与的积极性，完善社区参与机制；进一步促进社区各类组织的完善，增强其自治能力和组织能力。加强非政府组织自身建设，增加公信力不断提高公众的认可度，更好的参与到安全社区的治理。

Research on social participate on in security community building

Abstract

Safe community is a mode of grass-roots public security management in many countries in the world, is still in the development stage of China’s. In China, safe community made great contributions to the safe service and it has becoming important component for community management and security service. But at present the construction of safe communities in the process of social participation, there are a lot of problems, affects the development of safe community. In order to seek more space for its survival and development.

Firstly, we find the existing literature about the construction of community safety, and then we analyze the problems existing in the community, and then analyze the causes of the problems.

Lastly, we put forward relevant countermeasures. To participate in the construction of safe communities need to various social forces. We should to encourage residents to participate in, and give their own views, to mobilize the enthusiasm of the community participation and improve the participation of community residents in The process of community building. To further improve the community organizations, to enhance their autonomous ability and organization ability. Strengthen the building of the NGO, to increase the credibility and constantly improve the public recognition。Then can have a better participate in the Governance of security community
