摘 要

近年来，泰州市高港区的城镇化进程不断加快，但是失地农民的就业保障措施没有同步跟进。为了保证城镇化进程的顺利进行，改善失地农民的生活质量，提高失地农民的科学文化素质，维护泰州市高港区的稳定，实现失地农民就业是重中之重。泰州市高港区人民政府已采取了相应的措施解决失地农民的问题，并取得了一定成效。

本文以泰州市高港区失地农民的就业问题为核心，运用文献分析法、调查问卷法、统计分析法等方法探讨影响失地农民就业的因素。结果显示，不仅政府、社会的服务不到位影响失地农民的就业，更重要的是农民自身原因。究其原因，主要是政府缺乏就业扶持政策、就业公共服务不到位、就业培训不完善；企业征地仅为了自身利益，缺乏外部监督；失地农民的就业观念落后等。如果想彻底解决这个社会问题，需要政府、社会、失地农民共同努力。有鉴于此，可以通过完善维护失地农民权益的法律、提供优质的就业公共服务、增加失地农民就业培训、鼓励失地农民创业等方略解决失地农民面临的就业问题。

Study on Current Situation and Countermeasures of the Employment of Farmers in the Process of Urbanization--taking the Gaogang District of Taizhou City as an example

Abstract

In recent years, the process of urbanization in Gaogang District of Taizhou City has been accelerated, but the employment security measures of landless farmers have not been followed up at the same time. In order to ensure the smooth progress of urbanization, improve the quality of life of landless farmers, improve the scientific and cultural quality of landless farmers, maintain the stability of Gaogang District of Taizhou City, and realize the employment of landless farmers is the most important. The people's Government of Gaogang District of Taizhou City has taken corresponding measures to solve the problem of landless farmers, and has achieved some results.

Based on the employment of landless farmers in Gaogang District of Taizhou City, this paper discusses the factors that affect the employment of landless farmers by means of literature analysis, questionnaire and statistical analysis. The results show that not only the government and social services are not in place to affect the employment of landless farmers, but also the farmers themselves. The main reasons are that the government lacks employment support policy, employment public service is not in place, employment training is not perfect, enterprise land expropriation is only for its own benefit, lack of external supervision, and the employment concept of landless farmers is backward and so on. In view of this, we can solve the employment problems faced by landless farmers by perfecting the law of safeguarding the rights and interests of landless farmers, providing high-quality employment public services, increasing employment training for landless farmers, and encouraging landless farmers to start businesses.
