摘 要

随着中国特色社会主义进入新时代，在从“社会管理”到“社会治理”转变的大背景下，社会工作承担着越来越重要的责任。社会工作需要帮助解决城乡、地区发展不平衡、收入差距过大、群体冲突等日益多元化的社会矛盾。社区是社会的基本单位，社区治理是社会工作的一个重要组成部分。社区工作者作为社会治理的第一线，是承担社会治理、社区服务与管理的重要力量。专业的社区工作者可以实现社区的高度自治，帮助政府解决基层治理问题，减轻政府负担，因此促进社区工作者的发展具有重要意义。

本文运用了文献研究、调查研究、实地研究等方法提出当前江北新区社区工作者存在着人才在质和量上的不足，人才数据库尚未建成、人才种类单一等问题等问题。导致这些问题的成因包括社会认可度低，配套工作机制不完善，吸引力弱，培训力度不够等问题。本文通过研究国内外社会工作取得较大成果的地区做法，总结经验和可借鉴之处。最后提出可行建议：提升社会对于社工行业的认可，完善配套工作机制，加强行业吸引力和培训力量等。

Problems and countermeasures in the development of community workers -- a case study of jiangbei new district

Abstract

As socialism with Chinese characteristics enters a new era, social work bears more and more important responsibilities in the context of the transformation from "social management" to "social governance". Social work needs to help solve social problems such as unbalanced development between urban and rural areas and between different regions, large income gaps, and increasingly diversified social conflicts. Community is the basic unit of society and community governance is an important part of social work. As the first line of social governance, community workers are an important force to undertake social governance, community service and management. Professional community workers can achieve a high degree of community autonomy, help the government solve the problem of grass-roots governance, reduce the government burden, so it is of great significance to promote the development of community workers.

This paper USES the methods of literature research, investigation research, field research and so on to propose that there are some problems in the current community workers in jiangbei new area, such as the shortage of talents in quality and quantity, the lack of a talent database, the single type of talents and so on. The causes of these problems include low social recognition, imperfect supporting work mechanism, weak attraction and insufficient training. This article through the research domestic and foreign social work obtains the big achievement the regional practice, summarizes the experience and may use for reference. Finally, some feasible Suggestions are put forward, such as enhancing social recognition of social work industry, perfecting supporting working mechanism, strengthening industry attraction and training force.

《中共中央关于构建社会主义和谐社会若干重大问题的决定》中明确指出：“造就一支结构合理、素质优良的社会工作人才队伍，是构建社会主义和谐社会的迫切需要”。^[1]揭示了社会工作是促进社会和谐美好的重要力量，建设一支专业的高素质社会工作人才队伍是提升社会工作的水平的必由之路。经过四年多的探究，总结了国内外建设社会工作人才队伍的理论与实践经验之后，中央发布了《关于加强社会工作专业人才队伍建设的意见》，作为中央发布的第一个关于社会工作专门人才的纲领指导性文件，对于我国社会工作的事业的发展具有重要意义。它指出社会工作人才是完善社会治理，构建和谐社会，巩固党的执政基础的重要人才支撑。
