摘 要

农业作为我国的第一产业，对宏观经济持续健康发展具有重要的“稳定器”作用。农业补贴是政府支持农业发展的重要政策工具之一。研究财政补贴对农业上市公司财务绩效的影响，对于改善农业上市公司经营业绩，提升农业现代化发展水平，巩固农业在国民经济中的基础地位具有重要意义。本文从财务绩效、政府关联等基础理论入手，借助连续经营5年的41家农业上市公司2014-2016年的实证数据进行研究，对目前我国农业上市公司财务绩效与政府关联、财政补贴的关系进行了研究和解释。本文借助SPSS20.0分析软件利用主成本分析法、因子分析降维建立描述公司财务绩效的体系，并通过Stata14.0加入时间序列建立平衡面板数据分别对政府关联、财政补贴和财务绩效建立模型进行回归分析，通过政府关联和财政补贴的交乘项验证了政治关联的调节效应。研究表明，政治关联的存在并不能表明农业上市公司可以获得更多的财政补贴。由于在我国，维持政治关联需要巨大的成本，政治关联对农业上市公司财政补贴的财务绩效产生了弱化效应。本文最后结合实证结果，提出政府应该加强政策的规范性，增强财政补贴的使用效率的政策建议。

Abstract

Agriculture as the first industry in China, it has an important "stabilizer" role of the macroeconomic sustained and healthy development. Agricultural subsidies are one of the important policy instruments of government support for agricultural development. It is great significance to study the effect of financial subsidy on the performance of agricultural listed companies, to improve the performance of agricultural listed companies, to enhance the level of agricultural modernization and to consolidate the basic status of agriculture in the national economy. Based on the basic theory of financial performance and government association, this paper studies the empirical data of 41 agricultural listed companies from 2014 to 2016 for five consecutive years. This paper studies and explains the relationship between financial performance and government relationship and financial subsidy of China's agricultural listed companies. In this paper, SPSS20.0 analysis software is used in the main cost analysis and factor analysis to reduce the establishment of the company described the financial performance of the system. And through Stata14.0 to join the time series to establish the balance panel data, respectively, the government association, financial subsidies and financial performance model for regression analysis. The mediation effect of political association is verified by the intercourse of government association and financial subsidy. Research shows that the existence of political relations does not show that agricultural listed companies can get more financial subsidies. Because of the huge cost of maintaining political connection in our country, the political association has weakened the financial performance of financial subsidy of agricultural listed companies. At the end of this paper, the author puts forward some policy suggestions on how to strengthen the policy of the government and enhance the efficiency of the financial subsidy.

第1章 绪论

1.1研究目的及意义

近年来，我国在高速发展的经济带动下，人民生活水平不断提高，越来越多的人开始关注生活质量。农林牧渔作为我国第一产业，其在我国经济发展中起到的基础作用越来越明显，为经济持续健康发展提供了有力支撑。政府作为“看得见的手”通过国家政策和经济决策在中国特色社会主义市场经济中起着调节经济秩序，优化资源配置，缓解“市场失灵”的积极影响。在中国经济转型过程中，各地地方政府基于 GDP 的竞争诱使了地方政府更多地关注管辖范围内企业的经济发展，同时企业家也希望增进与政府的交流，主动寻求和建立紧密政治关联（Faccio et al.，2006）。因此，政治关联的建立不仅会影响企业生产经营活动的过程，也会对该企业经济活动的后果产生较为深远的影响。

1.1.1研究目的

国务院办公厅于2015年7月发布的《关于加快转变农业发展方式的意见》中（[2015]59号）表示，“全面贯彻落实党中央、国务院决策部署，以发展多种形式农业适度规模经营为核心，以构建现代农业经营体系、生产体系和产业体系为重点的现代农业发展道路。”因此，政府因素成为中国农业上市公司在经济活动中不得不考虑的非市场因素。同时，农业企业区别于其他行业的最大特征就是经营绩效受包括生产技术、自然环境、消费需求等众多不可控制的因素影响，最终导致了我国农业企业高机会成本和相对低的收益现象（马少华，2013）。因此，在资本逐利性的驱使下，农业企业需要通过各种方式实现企业利润最大化。其中政治环境对于农业企业的发展经营十分重要，通过政治关联的建立，农业企业即可在获得某些发展资源和相关政策优惠的机遇中占得先机。
