摘 要

近年来，政府对我国医疗卫生事业的重视程度越来越高，随着对医疗卫生体制改革的不断深入，医院追求的目标重点转为现代化医院诊疗体系。因此，医疗机构为了加强自身基建投资，需要添置大型的医疗设备，竞争变得相当激烈。融资租赁在另一方面也标志着融物，这就极大的满足了那些需大型设备的医疗卫生行业的需求，加上我国普通民众保健意识在逐年的提高，医疗服务方面的需求随之渐增，因此本文以医疗设备融资租赁为例进行研究。医院为了自身的发展从改善医疗环境入手，但是医院自身的资金来源相对缓慢而且有限，医疗环境的改善就代表需要投入大型高端的医疗设备，这就导致大量资金的投入成为必须，仅凭自身营运资金根本跟不上现代医疗设备更新的步伐。融资租赁的出现，能够有效缓解这一困境，为医疗设备的更新提供了强有力的资金来源的保障。

第一，本文交代了研究的背景及意义，结合国内外关于医疗设备融资租赁的文献研究，提出论文的研究方法与思路，得出本文的创新点；第二，在论述医疗设备融资租赁理论的基础上，探讨了医疗设备融资租赁的特点与医疗设备融资租赁常用的形式，论述了我国医疗设备融资发展的现状以及必要性；第三，从正反两面对我国医疗机构融资租赁进行效应分析，然后将医疗设备融资租赁运用SWOT分析法，将其内部优势、劣势和外部的机会、威胁进行分析和考虑，得出相应的结论；第四，分析美国现代医疗设备融资租赁业的发展、现状、监管模式以及美国医疗设备融资租赁的优势，以此为经验借鉴，对我国发展医疗设备融资租赁提出建议；第五，根据上述研究情况，从宏观和微观两方面，对我国中小企业开展医疗设备融资租赁的发展提出相应对策。

Abstract

In recent years, the government has paid more and more attention to the medical and health undertakings of our country. With the deepening of the reform of the medical and health care system, the goal of the hospital has shifted to the modern hospital diagnosis and treatment system. Therefore, the medical institutions need to purchase large medical equipment in order to strengthen their own infrastructure investment, so the competition is quite fierce. The financing lease on the other hand also marks the financial matter, it is great to meet the need of large medical equipment industry demand, coupled with the ordinary people health consciousness in China increased year by year, medical services along with the needs of increasing, therefore, the medical equipment financial leasing was studied as an example. In order to improve their own development from the hospital medical environment of hospital, but its funding is relatively slow and limited, the improvement of medical environment on behalf of need to invest large high-end medical equipment, which leads to a large number of funds are required, only with their own operating funds did not keep up with the pace of modern medical equipment renewal. The emergence of financial leasing can effectively alleviate this dilemma and provide a strong source of funding for the renewal of medical equipment.

随着全球信息技术的高速发展和科技进步，资本设备的更新速度极速增加，致使医疗机构感到靠自身现金流购买设备会严重损坏公司的经营状况，融资租赁的出现扭转了这个尴尬的局面，使得企业资产周转更加迅速，资产负债结构得到了大的改善，固定资产合理化、资金利用率大大提升。

我国的公立医疗机构占医疗机构的80%之多，公立医疗机构发展的好坏，直接关系着我们整个国家和地区群众的健康水平。政府的补助和自身营业收入相结合是医院传统的融资模式，而目前政府的补助力度逐年萎缩，而且医院自身的营业收入过分的依赖药品的售卖与众多医疗器械的检查费用。医院缓解资金来源的另一途径就是银行贷款，有实力、经营状况较好的公立医院，银行还会给其贷款，但大部分医院都属于经营状况不好、规模不大的那一类，这些医院就很难从银行获得贷款，这就迫使医院必须采取其他的融资方式来补救缺乏资金的现状。当前,我国的各级医院经费相当紧张，这就导致医院陷入了设备陈旧、新技术无法开展的尴尬困境。融资租赁这一独特融资方式的出现，解决了大部分医院关于资金来源的燃眉之急，其为医院提供灵活和方便的融资服务，成为医院融资的有益补充。融资租赁解决了医院亟待引进大型先进医疗设备的需求，在一定程度上减少了资金的一次性投入，因此越来越多医院决策者接受此融资方式。

如今，采用设备融资租赁这一融资方式，在发达的国家和地区已经被广泛地应用于医疗设备的购置。美国的疗机构采用这种方式对医疗设备更新的比例曾高达80%之多。在我国，医院经营者在融资观念上还比较保守，对资本运营的主动性还较差。同时,我国的医疗设备融资租赁尚处于在起步的阶段，开展程度还不够满足医疗行业的发展所需。因此，我国医疗设备融资租赁的发展空间很广阔。
