摘 要

资源型城市是指以不可再生资源的开采和输出为经济主体的城市。当这些城市资源面临枯竭时，不得不面临转型发展。然而只有其中一小部分城市能够找到新的发展道路，重新焕发生机，更多的资源枯竭型城市将走向衰落甚至逐渐消亡。

2009年，玉门市被国务院列为第三批资源枯竭型城市，也是目前中国仅有的三座原油枯竭城市之一。

玉门地区拥有数千年丰富的文化底蕴和人文价值，建国后，玉门油田也为祖国的发展建设提供了宝贵的原油资源，做出了不可磨灭的贡献。从这些方面考虑，玉门市具有一定的转型发展潜力，同时也不应该被时代抛弃。这是玉门地区的研究价值和研究意义所在。

本篇论文将从多个角度对玉门市的转型成果作出分析评价，预测其发展趋势并对其未来发展的道路做出展望。本篇论文采用定量分析与定性分析相结合的方式，共涉及了三种分析方法。定性分析采用SWOT分析法，针对玉门市的发展现状进行全面、系统、准确的研究，从而根据研究结果制定相应的发展战略、计划以及对策。定量分析则是通过基于生态足迹的生态盈亏分析方法研究玉门地区的可持续发展状况，同时预测2025年玉门市的生态承载力。除此之外，文中提到可以通过建立一套完整的资源枯竭型城市转型的树形分级评价指标体系，系统性的概括和评价该地区的转型成效。

Abstract

Resource-based cities refer to cities with non-renewable resources exploitation and export as the main economic body. When these cities face depletion, they have to face transformation and development. However, only a small number of cities can find new ways to rejuvenate, more resource-exhausted cities will decline or even gradually die out.

In 2009, Yumen City was listed by the State Council as the third batch of resource-exhausted cities, and is currently one of the only three oil-exhausted cities in China.

Yumen area has thousands of years of rich cultural heritage and humanistic value, after the founding of the people's Republic of China, Yumen Oilfield has also provided valuable crude oil resources for the development and construction of the motherland, made indelible contributions. From these aspects, Yumen City has a certain transformation and development potential, but also should not be abandoned by the times. This is the research value and significance of Yumen area.

This paper will analyze and evaluate the transformation results of Yumen City from many angles, predict its development trend and make a prospect for its future development. This paper adopts the combination of quantitative analysis and qualitative analysis, involving three analytical methods. A comprehensive, systematic and accurate study on the development status of Yumen City is carried out by SWOT analysis method in qualitative analysis, so as to formulate the corresponding development according to the research results Develop strategies, plans and countermeasures. Quantitative analysis is based on the ecological footprint of ecological profit and loss analysis method to study the sustainable development of Yumen area, and predict the ecological carrying capacity of Yumen City in 2025. In addition, it is mentioned that we can systematically summarize and evaluate the effect of the transformation of resource-exhausted cities by establishing a complete tree-like evaluation index system.

第一章 绪论

1.1研究背景

20世纪下半叶，严重的资源环境问题引起了全世界的高度关注和担忧，绿色经济、低碳经济成为后危机时代的国际共识与国家战略，低碳技术和绿色经济正在成为新的经济增长点。与绿色、低碳经济的结合成为资源枯竭型城市转型的新思路。

按照国家标准，资源枯竭型城市是指已开采资源量超过可开采资源总量的70%以上的城市，而2009年玉门市被国务院列为资源枯竭型城市时，已开采的原油量尚不足玉门地下原油储备总量的50%，这既是出于玉门市的剩余原油开采难度变大，成本提高的考虑，不足以继续支撑玉门市以原油开采业为主体的经济模式，同时说明玉门市的原油矿藏仍然有强大的开发价值与潜力。

（1）SWOT分析

本篇论文采用定性分析与定量分析相结合的方式对玉门市转型发展进行研究。首先利用SWOT分析，将玉门市和附属的油田以及周边自然环境作为一个协同发展的经济体，结合当地区位特征、历年的统计年鉴、相关政策以及社会经济环境条件等大量相关的参考数据，对当前阶段的玉门市自身的优势与劣势和外部的机遇与威胁一一列举说明，再依照矩阵形式排列，然后用系统分析的思想，把各种因素相互匹配起来加以分析，尝试说明玉门市未来可以选择的发展方向。
