摘 要

在我国社会经济结构急剧转型的进程当中，政府面临着公共服务需求不断增长与公共服务供给能力日益萎缩的突出矛盾。在此背景下,社会组织以其独有的特质和优势，积极参与到公共服务供给中。社会组织的蓬勃发展在发挥自身优势的同时也弥补了政府失灵时的缺陷，从而满足了社会日益增长的公共服务需求，提高了人民的生活水平和生活质量，推动了我国社会主义现代化进程。

本文一共分为3个部分，第一部分为概述，详细的阐述了社会组织与公共服务的定义及社会组织参与公共服务的重要性，为下文的理论研究做了铺垫。第二部分研究了社会组织在参与公共服务供给的发展现状，也分析了在参与过程中面临的困境。第三部分从社会组织自身、政府、社会等方面提出解决对策，使社会组织在参与公共服务供给中发挥更大功效。

The situation analysis and countermeasure research in the participation of social organizations in the supply of public service

Abstract

In the process of rapid transformation of our  economic structure of which, the government is facing a growing demand for public services and public service provision capacity shrinking prominent contradictions. In this context, the social organization with its unique characteristics and advantages, and actively participate in public service provision. The vigorous development of social organizations in their own advantages and also make up the shortcomings of government failure when, in order to meet society's growing demand for public services and improve the living standards and quality of life of the people, and promote the process of China's socialist modernization.

This paper is divided into three parts, the first part is an overview, it elaborated the definition of social organizations and the importance of their participation in public service, the theoretical study below to do the groundwork. The second part of the study of the social status of organizations involved in the development of public service provision, and also analyzed the difficulties faced in the participatory process. The third part of their own social organizations, government,community and so on to put forward countermeasures, social organizations to play a greater effectiveness in the supply of public service.

社会组织与公共服务概述

本文主要研究的是社会组织参与公共服务供给的情况，为此针对社会组织和公共服务，本文对其概念和特点做了解释。通过对概念的界定，可以结合这两点来看下文社会组织在参与过程中所面临的问题及对策研究。

（一）相关概念的界定

1.社会组织的内涵、特征

在我国党的十六届五中全会和十七大的文件中，将民间组织、公民社会组织、第三部门、非营利组织等统称为社会组织。结合国内外学者的分析，我试着自己给出关于社会组织的定义。我国的社会组织是按照法律法规建立的，由社会成员自己建立并且自愿参与管理的，具有公益性的，努力参与社会公共事务管理的组织。
