摘 要

笔者将中国慈善组织政府监管为研究对象。首先，在综合相关理论的基础上，对慈善组织、政府监管进行概括总结。在整体概括与局部分析、比较中，试图将慈善组织、政府监管、慈善组织政府监管的概念进行统一的界定；其次，阐述政府对于慈善机构成长、发展的重要性；另外，探究了关于政府监督管理慈善机构的现状以及面临的一系列问题；另外，借鉴英美的慈善组织事业发展的先进经验，针对我国的慈善组织监管现状得出启示；最后，结合我国国情，根据已经发现的问题，提出具有针对性和现实操作性的提升我国政府部门的监督管理理论高度的方法以及探寻科学管理慈善组织的想法。

Research on government supervision of charities

Abstract

In this paper, the current government supervision of charitable organizations is taken as a research object. First of all, charitable organizations, government supervision，government supervision of charitable organizations theory and concrete practice are summarized on the basis of comprehensive correlation theory. Overall summary, partial analysis and comparison, I try to unified definite basic issues like the concept of charity, charitable organizations, regulations and government regulations; Secondly, the paper expounds the necessity of government regulation charity analysis; Also, analyzing the present situation of charity organizations and government regulations and a series of problems which those charity organizations and government both faced; In addition, drawing lessons from the advanced experience of American and British charity organizations and providing some enlightenment in the situation of Chinese charity organizations; Finally, according to the problems have been found, putting forward with the pertinence and practical way to enhance the level and policy recommendations of the government regulations combined with China's national conditions.
