摘 要

从国际规律和我国经济社会发展的现状来看，社会组织快速发展是世界趋势，其影响力也在逐渐扩大。但是同其他领域一样，社会组织的腐败和违法行为也会阻碍社会组织的发展。如何规范社会组织的活动，如何完善我国社会组织的社会监督，成了当前我国社会组织研究中面临的一大难题。

本文旨在研究社会组织的社会监督问题，并从目前我国社会组织社会监督存在的问题切入，探索实现社会组织有效的社会监督的途径。本文先对社会组织、社会监督、社会组织的社会监督的含义进行了界定，紧接着阐述了加强社会组织的社会监督的意义，阐述了完善我国社会组织的社会监督的必要性；并从经济人假设、公益产权模糊、内部人控制、委托——代理等理论的视角对我国社会组织社会监督体系的构建做了理论上的阐释。在根据我国实际情况的基础上，发现并研究了我国社会组织社会监督存在的问题，从公众监督意识、新闻舆论监督、独立的第三方评估制度以及信息公开四个方面分析了我国社会组织的社会监督存在的问题，并深入分析了产生这些问题的原因，主要是监督理念滞后，监督的法律建设滞后，政府的管理体制不合理以及社会组织的自律机制不完善。最后就如何完善我国社会组织的社会监督提出了自己的对策和建议。

Abstract

From the international law and the current situation of China's economic and social development, social organization is the world trend, the rapid development of its influence has also been gradually expanding.But as with other areas, the social organization of corruption and illegal behavior will hinder the development of social organizations.How to regulate the activities of the social organization, how to improve the social supervision of social organizations in our country, has become the current social organization research in our country face a big problem.

The purpose of this paper is to study the social problems of social supervision, and from the current our country social organization problems of social supervision, explore ways to realize social organization effective social supervision.This paper first to social organization, social supervision, social organization defined the meaning of social supervision, and then expounds the significance of strengthening social supervision of social organization, this paper expounds the perfect our country the necessity of the social organizations of social supervision.And from the economic man supposition, ambiguous property rights of public welfare, insider control, entrust-agent theory angle of view for the construction of social organizations social supervision system of our country made a theoretical explanation.In according to the actual situation in our country, on the basis of the findings and studies the problem of social organizations social supervision in our country, from the public consciousness, the news public opinion supervision, independent third party supervision and evaluation system and information disclosure four aspects analyzes the existing problems in the social supervision of social organization, and analyzes the causes of these problems, mainly is to monitor the idea lag, the supervision of legal construction lags behind, the government's management system is not reasonable and social organization self-discipline mechanism is not perfect and so on are analyzed.Finally on how to perfect the social organization of social supervision and puts forward the rmeasures and suggestions.
