摘 要

数字货币是互联网金融科技的产物，具有网络记录功能，便于人们对经济的把握与监控，同时它的出现也带来了新的货币政策和监管问题，建立一个较为全面的数字货币相关的监管体系，加深对中国央行未来关于数字货币利率及相关政策具有重要意义。

该论文着眼于数字货币利率与货币政策效应的关系，在叙述研究的理论和现实背景基础上，提出文章研究意义和思路，并分析利率影响货币政策；论分析中国银行有关数字货币利率对银行政策的影响，主要通过政策出台，增强利率走廊下限效力，扩大央行货币供给规模的同时增加结构性调整功能，通过信贷渠道和汇率渠道两方面对货币政策所会产生的效果，在法定数字货币对现金货币，宏观流动波动，信贷供给、数字货币利率四个方面分析研究央行数字货币对货币政策的影响效应分析，根据现有研究内容分析数字货币利率对货币政策的积极和消极影响，并从构建风险评估模型、保障数字货币用户权益、建立数字货币利率监管体制、探索新的货币创造的过程、提高数字货币的安全度五个方面提出相关建议。最后，对研究的结论进行探讨和分析，提出相关的总结和展望。

Analysis of the interest rate and monetary policy effect of central bank's digital currency

Abstract

Digital currency is a product of Internet financial technology and has a network recording function, which is convenient for people to grasp and monitor the economy. At the same time, its emergence also brings new monetary policy and regulatory issues, builds a perfect digital currency regulatory system, and conducts in-depth research. It is of great significance to the issuance of digital currency interest rates and monetary policies by Chinaamp;apos;s central bank in the future.

This paper focuses on the relationship between digital currency interest rates and monetary policy effects. Based on the theoretical and practical background of the narrative research, this article proposes the significance and ideas of the article, analyzes the impact of interest rates on monetary policy, and related research on current legal digital currency; discusses the central bank The analysis of the impact mechanism of digital currency interest rates on monetary policy, mainly through the introduction of policies to enhance the effectiveness of the lower limit of the interest rate corridor, expand the central bank ’s money supply scale and increase structural adjustment functions, and produce a transmission mechanism effect on monetary policy through both credit channels and exchange rate channels ; Analyze and study the effect of central bank digital currency on monetary policy from the four aspects of legal digital currencyamp;apos;s impact on cash currency, macro-flow and asset price fluctuations, credit supply, digital currency interest rate, and analyze the impact of digital currency interest rate on the existing research content The positive and negative effects of monetary policy, and proposed from five aspects: constructing a risk assessment model, protecting the rights and interests of digital currency users, establishing a digital currency interest rate supervision system, exploring the process of new currency creation, and improving the security of digital currency Off recommendations. Finally, it discusses and analyzes the conclusions of the study and proposes relevant conclusions and prospects.

在16年北京开展中国人们银行数字货币的讨论会议，会议中讨论到数字货币发展对中国货币行业的利与弊，以及就我国当前的社会性质和实际发展情况下数字货币的历史价值，在会议中也明确的说到数字货币发行的战略发展目标，使新时代新事物的数字货币在中国公民中便携安全运用。

我国将分布式总账技术以及嵌入支付机制进行全面的推广和发展，在这种新型的体制政策下，其数字货币也会随之产生一定的程度的影响，尤其对金融市场的波动很大，且在这种全新的观念之下，可能会再次使用新中国当时的商业模式，在这种模式的推动之下，会促进经济的发展。新事物的出现和发展有利有弊，数字货币可以便携人们的生活，同样其带来的财务危机也是不可忽视的。
