摘 要

近年来，由于自身的发展需要，国有企业纷纷借鉴国外现代大型企业的管理经验，以集团财务集权为核心，以信息技术为支撑，整合集团资源，形成统一的业务流程和风险控制体系，从而优化整个集团的资源配置、提高集团管理效率。在这种情形下，电网公司也提出了财务集约化的管理模式。财务集约化管理是电网公司适应新形势的管理创新，对提升企业的经营管理活动的效率和效益，进而提升企业价值具有重要意义。现有的财务集约化管理研究更多集中在对财务集约化管理的概念探讨以及财务集约化管理实施方法的规范研究上。相对而言，财务集约化管理效果的研究比较零散和粗略，也缺乏相应的数学模型对其进行评价。

本文在大量文献研究和访谈的基础上深入分析了电网公司财务集约化管理的效果，构建了电网公司财务集约化管理效果的评价指标体系。在此基础上，进一步利用层次分析法确定了电网公司财务集约化管理效果评价指标体系中各项指标的权重及排序，并以H公司为例进行了案例分析。最后，通过进一步地文献研究和访谈，本文提出了财务集约化管理效果的提升对策。本文期待通过此次研究一方面丰富财务集约化管理的相关理论，另一方面对电网公司的财务集约化管理实践提供一定的指导和借鉴。

Abstract

In recent years, State-owned enterprises have been learning from foreign experience in management of modern enterprises to satisfy their needs of development. They try to integrate resources and form unified business processes and risk control systems in order to optimize resource allocation as well as improve the efficiency of management in the whole group, with the implementation of financial centralization as the core and information technology as the support. Under this circumstance, grid companies put forward intensive financial management mode. Intensive financial management is management innovation of grid companies to adapt to the new environment. It is of importance to enhance the efficiency and effectiveness of enterprises’ operations and management, and then enhance the whole value of enterprises. The existing research about intensive financial management focuses more on the conception itself and the way of implementing intensive financial management. In contrast, research on the effect of intensive financial management is scattered and sketchy. Also there is no corresponding mathematical model for the evaluation of the effect of intensive financial management.

Based on the extensive literature research and interviews, this thesis analysis the effect of intensive financial management of grid companies and construct an evaluation index system of the effect of intensive financial management. Furtherly, this thesis proposes some suggestions to improve the effects of intensive financial management through literature research and interviews, including: (1) to make more efforts to import intensive financial management and (2) to enhance the quality of financial staff. This thesis looks forward to on one hand getting rich the study of intensive financial management with related theories; and on the other hand providing some guidance and reference for grid companies to implement intensive financial management.

财务集约化管理是电网公司适应新形势的管理创新，对提升企业的经营管理效率，进而提升企业价值具有重要意义。事实证明，财务集约化管理对于在提升电网公司的效益和持续竞争力方面效果显著。但是，财务集约化管理的效果表现在哪些方面，这些效果的形成机理如何，以及如何评价财务集约化管理体系的效果等问题尚缺乏系统的理论阐释。本文拟通过研究电网公司财务集约化体系的效果评价及对策研究实现以下三个目的：（1）分析电网公司财务集约化管理的效果；（2）构建电网公司财务集约化效果的评价模型；（3）提出改进电网公司财务集约化效果的对策。

财务集约化管理作为一种能够提升企业价值的新的管理模式，得到了学界的广泛关注和研究。但是，现有的关于财务集约化管理的研究多集中在财务集约化管理概念的界定以及财务集约化管理的方式方法方面。相比之下，对财务集约化管理的效果及其形成机理尚缺乏系统的阐释；同时也缺乏相应的工具和模型对企业财务集约化管理的效果进行评估和测量。本文的研究旨在解决这两个关键性的理论问题，从而丰富财务集约化管理理论体系。
