摘 要

目前国内的许多城市在发展过程中存在“产城分离”的情况，产业的效益满足不了城市发展的需求，或者城市的功能支撑不了产业的转型升级。因此，“产城融合”理念逐渐被提出来且慢慢地被各地政府所重视，“产城融合”理念要求产业与城市相辅相成，在城市建设中两者要协调统一，这样才能使产业竞争力得到提升，城市生活环境质量得到改善。

本文以宁国市经济技术开发区河沥园区为研究对象，结合浦东新区和石板滩镇规划建设案例的经验，先总结了宁国市及河沥园区目前的发展现状，再分析了宁国市及河沥园区的发展在目前国内环境下所面临的机遇和挑战，最后提出适合河沥园区的“产城融合”规划建设方案，并叙述提出这种方案的过程及其合理性，对未来发展提出展望，对其中不足之处提出思考。

Abstract

At present, the process of most of the domestic cities in the development are the existence of the separation of the situation, the industry can not meet the needs of urban development, or urban functions can not support the transformation and upgrading of the industry. Therefore, the concept of "city integration" has been gradually put forward and slowly by the local government attention, "the integration of the city" concept requires the industry and the city complement each other in the urban construction of the two to harmonize, so as to make the industry competitiveness Has been improved, the quality of urban living environment has improved.

Based on the experience of planning and construction of Pudong New Area and Shibantan Town, this paper summarizes the current development status of Ningguo City and Heli Park, taking the Heli Park of Ningguo Economic and Technological Development Zone as the research object,and then analyzes the opportunities and challenges facing the development of Ningguo City and Heli Park in the current domestic environment. At last, it puts forward the plan of "city-city integration" which is suitable for Heli Park, and describes the process and rationality of this scheme The future development of the future, the inadequacies of the proposed thinking.

1.1研究背景及意义

1.1.1研究背景

由于现阶段我国产城发展容易出现分离的情况，因此产城融合理念的发展思路针对于此被提出来。“产城融合”要求产业与城市在发展中相辅相成，协调统一，这样才能使产的竞争力得到提升，城市生活环境质量得到改善，实现可持续发展。

“十二五”期间，作为城市发展的一个重要方向，产城融合理念在被提出来，并且逐渐地被各地政府所重视，城市的发展不仅要包括产业的发展，也要包括城市的建设，城市发展将产业视为内涵，而产业发展则依托城市作为载体，两者属于相互依赖的关系。

“产城融合”理念对产业和城市的要求是，两者之间共同建设，融合发展。“以产促城，以城兴产，产城融合”，城市如果没有产业作为基础，那即便再漂亮，也只是“空城”,产业如果没有城市作为载体，即使再前沿，也只是空架子^[3]。

城市对产业发展的推动作用是无可比拟的，优秀的城市功能结构帮助产业提高竞争力，然后产业的提升反过来促进城市的整体经济的发展和环境质量的改善。因此，在产业布局和城市功能调整中，产业与城市做到协调统一，有序发展，使产业与城市功能形成生态融合发展的模式，以达到我国现阶段产业发展调整和功能转型升级发展的要求。
