摘 要

本文首先介绍了我国城市贫困儿童的定义与生存境况，笔者通过对我国相关救助政策的整合介绍了目前我国针对城市贫困家庭儿童的社会救助体系，主要涵盖最低生活保障制度、重大疾病救助、教育救助等，同时也指出我国贫困家庭儿童救助中存在的矛盾与不足。贫困家庭的致贫成因多样化和现有救助体系的不完善促进了社会工作介入必要性和社会救助理念的完善。其次本文提出社会工作可以扮演多元化的救助角色，使用以家庭为对象的个案工作、强调社区照顾的社区工作等多种工作方法介入城市贫困家庭，并附有一个家庭个案工作案例。最后笔者提出三大方面的建议及政策展望，包括第一加强政策倡导，完善我国社会救助体系；第二加大财政投入力度，建立健全社会工作者介入机制；第三链接多方社会资源，争取社会多方协同参与等措施可以有效地促进贫困家庭儿童健康发展，增强家庭的能力、缓解家庭贫困问题同时减少一部分贫困代际传递问题，由此保障贫困儿童健康持续发展，促进社会公平、维护社会稳定和谐发展。

Social relief for children in urban poor families involved in social work

Abstract

First of all, the paper introduces the China's urban poor children's definition and survival situation, the author through integration of relevant assistance policy of our country introduces currently in China for social assistance system for urban poor families with children, mainly covers the minimum living security system, major diseases assistance, education aid, also pointed out that our country impoverished family children's aid in the presence of contradictions and problems. Poor families of the genetic diversity of poverty and the existing relief system is not perfect promoted the social work intervention the perfection of necessity and the concept of social assistance. By the author of social work can play a wide range of assistance role, use of the family as the object of case work, emphasis on community care and community work and other work involved in poor families in the cities. Finally, the author put forward three suggestions and policy outlook, including first strengthen the policy advocacy, improve social assistance system in our country; second to increase financial investment, establish and improve the social workers intervening mechanism; the third link various social resources for social multi collaborative participation measures can effectively promote the healthy development of children from poor families and strengthen the family and alleviate the problem of poor families and reduce a part of intergenerational transmission of poverty in the, so as to promote social justice, maintaining social stability and harmonious development.
