摘 要

在当下社会发展转型、社区建设和社区服务进一步创新的背景下，专业的社会工作者进入基层社区，为社区治理提供专业化、优质化的服务，这已经成为现下基层社区建设的趋势和需要。党和政府也出台多项政策，鼓励专业社会工作者发挥自身专业优势，共同参与、发展并完善基层社区治理的格局，为社会工作者嵌入社区治理提供了有利的客观环境。

本文运用社区治理相关理论，角色理论等，结合王思斌教授提出的中国社会工作的嵌入式发展理论，回顾社会工作本土化发展的路径，通过嵌入主体、嵌入对象、嵌入过程、嵌入程度等因素分析，以社会工作者嵌入社区治理的形式为划分，分析社会工作者以社会服务组织进驻社区的形式下，为社区提供服务的不同阶段中社会工作者承担着需求调研者、活动组织者、服务提供者、资源获取者、过程协调者、支持者、管理者、政策影响者的角色；以个人身份嵌入社区治理体系的社会工作者的角色是社区治理体系中的倡导者、利益代表者，以嵌入程度的深浅再划分，社会工作者又承担着社区行政人员和社会工作者双重角色身份。社会工作者在社区治理体系中，受到社区行政化工作、专业化程度受限冲突的影响，也面临实际社区工作中职业理想和实践能力的不平衡，其角色定位问题更加现实。最后希望通过本文的分析，能够为社区的社会工作者提供理论经验，推动社会工作者在社区治理体系中的向好发展。

Research on the role of social workers in community governance from the embedded Perspective

Abstract

In the context of social development and transformation, community construction and further innovation of community services, professional social workers enter the community to provide professional and high-quality services for community governance, which has become the current trend and demand of community construction. The party and the government have also issued a number of policies to encourage professional social workers to give full play to their professional advantages and jointly participate in, develop and improve the pattern of community-level community governance, providing a favorable objective environment for social workers to embed themselves in community governance.

Related theory, this paper uses community governance role theory, combined with professor Wang Sibin embedded development of Chinese social work theory, reviews the path of the localization of social work development, through the embedded subject, embedded objects, embedded process, embedded degree, such as factor analysis, in the form of social workers embedded community governance for division, analysis of social workers in the form of social service organizations in the community, for the community to provide services in different stages of social workers who bear the demand research, event organizers, service providers, coordinator, supporters, resource acquisition, process management, the role of policy; The role of social workers embedded in the community governance system as individuals is that of advocates and interest representatives in the community governance system. Based on the degree of embedding, social workers assume the dual roles of community administrators and social workers. In the community governance system, social workers are affected by the conflict between the community administrative work and the limited degree of specialization, but also face the imbalance between the occupational ideal and the practical ability in the actual community work, so the role positioning problem is more realistic. Finally, it is hoped that the analysis of this paper can provide theoretical experience for community social workers and promote their development in the community governance system.
