摘 要

人们日常生活水平的提高是来源于经济的高速发展。不仅如此，还完善了养老相关的保障制度，城镇生活的居民的老制度得到了进一步的改善,而乡村居民的养老制度还在进步当中，特别是针对于新疆少数民族等自治区的养老制度管理比较松。为了实现民族的统一，国家的繁盛，要严格管理新疆等少数民族自治区的养老情况，要根据因地制宜的原则，根据各地区的风俗习惯、经济和大陆经济发展的不同，地理位置的独特性，从而制定适合的应对方案。由于说新疆地区经济发展情况不是很好，跟大陆相比是属于经济比较落后的地方。在新疆存在一批强有力而且年轻的壮劳力们，他们促进了新疆的经济文化建设，同时也为祖国的统一和发展提供了很大的一部分力量。

政府在新疆等少数民族地区的社会养老保险中所需要当任的财政责任是这篇文章的重点。本文重点是政府不是一味无条件、采取纵容的态度，而是采取在国家能力范畴之间尽量满足边疆少数民族地区的社会养老保险，在不影响城镇居民的养老保险和乡村民居的养老保险制度的实施，正确履行财政责任，尽自己最大的力量去改善边疆少数民族地区的养老保障制度，在此过程中，要结合之前曾经治理过的边疆少数民族地区的成功范例，对养老保险制度进行研究。

Abstract

With the rapid economic development levels and living standards improve, people's lives have been greatly improved. In the pension system, the pension system for urban residents, development and stability, pension issues of urban residents is improved. The main focus of this paper is to study the financial responsibility of Borderland Minority Region in government social insurance. Focus herein frontier research area residents social pension insurance is not the government's social pension insurance with unlimited liability, but, limited government assume financial responsibility in the social pension insurance in the country can afford and that the government in the national financial sustainability fulfill their financial responsibilities within the maximum range. Government how to properly moderate their financial responsibilities, and without prejudice to the case of urban and rural residents pension insurance system implemented, with specific examples frontier minority areas, the current financial resources of agricultural and pastoral areas of old-age security configuration study .
