摘 要

现代化城市的建设和停车设施的完善是息息相关的，但“停车难”是近年来世界各国所共同面临的难题。中国在内的很多国家的大城市，因为工业化对城市交通带来的影响、经济的迅猛发展、城市机动车保有量的激增、特别是大量家用车辆的出现，使得停车问题日趋严重。一方面，动静态交融的交通形态导致道路通行能力下降，增加了运输成本；另一方面，长时间低速、怠速行驶的车辆排出的废气给城市环境带来严重的污染。因此，怎样合理地解决好停车带来的问题已经迫在眉睫。

本文主要研究了我国城市停车诱导系统的现状和发展趋势，并就关键技术进行了讨论。首先，结合停车诱导系统和智能交通的基本理论，阐述了停车诱导系统的国内外发展现状，进行了对比分析。其次，根据我国国情，构建了适合我国城市发展的停车诱导系统，并利用已有知识，探讨了技术实现的关键所在；随后，分析了我国城市停车诱导系统发展存在的问题并提出了相应的解决方案；最后，提出了我国城市停车诱导系统的未来发展趋势。

研究成果表明：随着科学技术的进步，各种研究和产品开发的深入，停车诱导系统的性能将更加完善，应用将更加成熟，人性化、智能化的程度将进一步提高。我国各大城市的停车场将会越来越多的引入停车诱导系统，不仅可以大大提高停车场的运营效率，减少不必要的能源消耗和环境污染，为人们生活带来更多的便利。同时，停车诱导系统作为智能交通系统研究的一个方向，它的投入使用可以使城市交通的压力得到释放，带动整个交通系统的进步。

本文的特色在于：在分析我国交通现状和停车诱导系统关键技术的基础上，研究了构建我国城市停车诱导系统的必要性以及可行性，制定了我国城市停车诱导的规划方案，并就存在的问题提出了解决对策。

Abstract

With the development of the national economy, accelerate the pace car into the home, a sharp rise in car ownership and use of frequencies in major cities. Ordinary residents drove to the leisure, shopping has become a new fashion and trends. But this trend to the transportation center of the city to bring heavy pressure, "parking is difficult" increasingly become a constraining economic development in our cities "bottleneck."

This paper studies the status and development trend of urban parking guidance system and key technologies were discussed. First, the parking guidance system and combining the basic theory of intelligent transportation, described the present situation of the development of parking guidance systems, were analyzed. Secondly, according to China's national conditions, China's urban development constructed for parking guidance system, using existing knowledge, we discussed the key technology to achieve; then analyzes the development of China's urban parking guidance system problems and corresponding solutions proposed ;Finally, the future development trend of China's urban parking Guidance system.

Study results show: With the advent of new technologies, research and development of various products, features parking guidance system will be richer, more diverse, intelligent, humane will be further enhanced. More and more Chinese cities will use the car park parking guidance system, its application will improve the operational efficiency of the parking lot, to reduce unnecessary energy consumption and environmental pollution, to bring more convenience. At the same time, as a part of the intelligent transportation system, its research and application can ease the pressure on urban traffic, and promote beneficial development of the transport system.

Features of this paper is: structured, well-organized. Study on the development of our parking guidance system and a thorough analysis of key technologies, and elaborated on China's national conditions, clear and understandable.

第1章 绪论

1.1 课题研究的背景

改革开放以来，工业化的实行带动了国民经济的发展，加快了居民对汽车的购买和使用频率，我国大、中城市的汽车保有量年年递增、上升趋势明显。越来越多的居民将汽车作为出行、旅游、购物的代步工具。这种行为的泛滥所带来的是道路上车流量的加大、城市交通压力的猛增、停车位的紧缺、盲目行驶所引起的交通隐患以及不必要的能源消耗。其中停车位的紧缺首先表现在停车位数量与需求不成正比；其次表现在停车场泊位空缺现象、使用效率低下。综上所述，停车已经成为城市交通可持续发展的瓶颈。

要解决好停车带来的交通问题有两种方法：限制需求增长、新建停车场。限制需求增长是指通过政府出台相关的政策、法律约束购车行为，从而达到控制车辆增长的目的。新建停车场主要是增添泊车位，扩大基数。但是这两种方式基于我国的国情而言都有一定的不合理性。首先，我国是一个发展中的大国，汽车工业的进程刚刚起步，居民对于汽车的购买可以很大程度上扩大内需，推动社会进步。所以限制需求增长的方法与我国的发展理念相矛盾。其次，现代社会的发展使得资源的利用与环境冲突不断，新建停车场的行为对于资源的占用会使这一问题加剧，故而新建停车场也不是明智之举。因此，学会如何合理利用现有的停车场、科学管理现有的停车场、有效提高停车场的运营效率才是能够解决停车难问题的根本方法。

停车诱导系统是指通过公共互联通讯网络，将各个停车场的停车位信息进行汇总处理，并在网上发布实时动态信息，使驾驶员第一时间了解停车场泊位的空缺信息，减少驾驶者因为找寻车位盲目行驶的里程，起到改善交通状况的目的。它可以很大程度上提高停车场的运营效率，合理分配整个路网中的车流量，有效解决停车难带来的交通压力。
