摘 要

安全是每个企业得以生存和发展的基础，设备则充当着生产车间内最基本的角色。在企业的实际生产中，经常因人员管理不当、设备防护不足、劳动人员麻痹大意、部分制度不完善、车间生产人员对一些安全隐患熟视无睹，容易导致在车间生产中发生各种各样的安全事故，车间生产也就无法得以继续进行。

本文针对领益制造公司近年来在车间发生的生产事故进行分析，针对车间冲压设备操作，人员安全教育，劳保用品防护等员工不安全行为以及生产现场不安全因素，通过计划、组织、协调、控制等安全的管理方法对相关隐患因素进行有效控制，以此对降低车间生产事故发生率、减少企业损失有着重要的意义。结合领益企业实际生产中发现的安全问题，遵循发现问题，分析问题，解决问题的头脑风暴思路，从人、物、操作、反馈几个方面探究减少发生事故概率的方法。根据实际生产需要的人员防护、制度设立、设备防护等，完善人员与设备相关防护配置，对劳动人员实行经常性的安全教育，优化劳动安全培训体系等措施，以公司管理人员的定期巡查保障安全改进措施的顺利实施，促进企业在安全方面的协调可持续发展，减少人员事故的发生。

Design of improvement scheme for safety management of stamping equipment in lingyi manufacturing

ABSTRACT

Safety is one of the necessary conditions for the survival and development of enterprises, and equipment is the most basic role of workshop production.In the actual production of the enterprise, often due to the improper management, inadequate equipment protection, labor personnel paralysis, part of the system is not perfect, workshop production personnel to turn a blind eye to some safe hidden trouble, easy to cause all kinds of safety accidents in production workshop, workshop production cannot be continued.

Brought the profit, the author of this paper manufacturing companies in recent years in the workshop production accidents were analyzed, and aimed at stamping workshop equipment operation, personnel safety education, labor insurance supplies protection such as employees unsafe acts and unsafe factors in production site, through the planning, organization, coordination, control, safety management methods, such as the related danger factors for effective control, in order to improve the workshop production level and enterprise's safety management development has important significance.This paper brought profit enterprise found in the process of production safety, follow the found problems, analyze problems, solve the problem of brainstorming ideas, combined with the enterprise actual production need of personnel, system, equipment protection, etc., improve the personnel and equipment protection configuration, staff member carries out safety education regularly, optimizing labor safety training system and other initiatives. In order to company management regular patrols to ensure the smooth implementation of safety improvement measures, promote sustainable development of the enterprises in the safety aspects of the coordination, reduce staff accident.

研究背景

安全作为人的自然追求的体现，是国民工作健康与安居乐业的前提。保障着社会稳定和经济发展的持续发展。坚持“安全第一”的原则传达的是对人的基本道德与情感的关怀，体现的是对人类生存权利的尊重，表现了生命至上的道德准则。我国政府是人民的政府。一切任务与活动的的基础是保护人的生命安全^[1]。安全生产关乎到人民群众的的切身利益，是支持建设小康、社会稳定、民族富强的国家战略基石。要做到“立党为公，执政为民”的原则，需要我们重视安全和抓好有关安全生产制度建设的工作，这也是落实科学发展观的必然要求，是实现到维护和发展好人民的利益的必要条件，是构建社会和谐的必然要求和党委和政府必须履行的重要职责，生产安全责任大于泰山^[2]。在2017年第十二次会议，第五届全国人民代表大会常务委员会上，国务院副总理李克强考察上年政府工作报告中，提出了安全生产工作的成就与不足，然后在2017年作为一个整体的部署任务中，强调了安全生产的任务要求，特别说明了企业相关的安全生产责任制，并提出安全生产法律法规建设加强的要求，转变政府安全生产监管模式，进一步强调了企业的安全生产的重要性^[3]。
