摘 要

随着港口功能的不断拓展，港口己成为重要的战略资源，是一个区域能否在国际竞争中占据优势的关键所在。港口资源整合给港口管理部门带来了巨大的影响。本文首先从港口资源属性和港口资源整合效益入手，证明港口资源整合势在必行，分析了港口发展的困境，并以辽宁大连港、河北省秦皇岛港、天津港、山东烟台港、江苏省宁波-舟山港口为实证研究对象进行了VAR模型分析，研究结果显示上述各省之间的产出投入绩效差异较大，绩效改善并不显著。其问题主要有合作机制不完善，地方政府、港口部门、港口工作人员利益的冲突难以协调解决，信息公开不足，资源整合进程缺乏监督等方面。笔者就以上问题，尤其是在利益协调和民意听取方面提出了港口资源整合的优化策略，即加快体制改革创新以促进政府合作、更新价值观念以平衡各方利益、完善监督机制，真正推动当地港口经济发展，实现资源整合的最大效益。

Abstract

With the continuous expansion of port functions, ports have become an important strategic resource, which is the key to whether a region can occupy an advantage in international competition. The integration of port resources has brought tremendous impact to port management departments. Firstly, starting with the attribute of port resources and the benefit of port resources integration, this paper proves that port resources integration is imperative, and analyses the predicament of port development. Taking Dalian Port in Liaoning Province, Qinhuangdao Port in Hebei Province, Tianjin Port, Yantai Port in Shandong Province and Ningbo-Zhoushan Port in Jiangsu Province as empirical research objects, VAR model analysis is carried out. The results show that the output and input performance of the above-mentioned provinces is significant. There is a big difference in effectiveness, but the improvement of performance is not significant. The main problems are imperfect cooperation mechanism, difficult to coordinate the conflict of interests between local governments, port departments and port staff, insufficient information disclosure, lack of supervision in the process of resource integration and so on. On the above issues, especially in the interest coordination and public opinion listening, the author puts forward the optimization strategy of port resources integration, that is, to accelerate the reform and innovation of the system to promote government cooperation, update the values to balance the interests of all parties, improve the supervision mechanism, truly promote the development of local port economy, and achieve the maximum benefits of resource integration.

第1章 绪论

1.1 研究背景

我国拥有18000公里的大陆岸线、14000公里的海岛岸线以及长江、珠江等水系。广阔的水域赐予了中国丰富的港口资源，孕育了多个世界级大港。我国目前正朝着建设港口强国的目标进发，在这种大背景下，统筹区域港口发展，科学利用区域港口资源就成了中国公共管理领域的一个重要课题。但中国的“行政区经济”人为阻碍、割裂了资本、技术、人才等生产要素在市场上的流通，各大港口恶性竞争不断。随着国内外市场开放性的扩大，经济主体要求打破体制障碍，这就对政府治理以及政府公共服务能力建设提出了更高的要求。为了解决沿海港口之间协调发展的问题，有必要对港口协调规划发展的思路和方法进行研究，以提出一套科学的区域港口规划和协调发展的方案，促进区域经济的发展。
