摘 要

上世纪六七十年代，香港腐败盛行，严重影响了社会秩序。廉政公署的成立，有效遏制了腐败现象的产生，使香港反腐工作取得了巨大改观。面对内地严峻的反腐现状，香港与内地的反腐机制到底存在哪些异同？香港反腐机制建设的成功经验是否对内地反腐机制的建设有所启示？这些都是本文要研究的内容。

本文以比较香港与内地反腐机制为主线，通过比较两者在廉政立法、机构设置、惩治力度、监督机制、廉政教育方面的差异，来分析香港反腐工作取得成功的原因，并加以提炼，进而提出内地在反腐机制的建设过程中，要进一步完善反腐相关的法制建设，将反腐工作纳入法制化轨道；建立一个专门的反腐机构，全力打击腐败；不断加强反腐队伍建设，构建全方位、多层次的监督制约机制；防患于未然，在预防腐败和加强教育上要多下功夫四项有针对性的反腐策略。

Hong Kong and the mainland anti-corruption mechanism

Abstract

The sixties and seventies of the last century, corruption in Hong Kong, seriously affected the social order. The establishment of the icac, effectively curb the corruption, the anti-corruption work in Hong Kong have huge difference. With the mainland of the present situation of anti-corruption, what are the similarities and differences between Hong Kong and the mainland of anti-corruption mechanism exactly? The successful experience of Hong Kong's anti-corruption mechanism construction of some enlightenment to the construction of anti-corruption system on the mainland? These are content to study in this paper.

Based on the comparison between Hong kong and mainland anti-corruption mechanism as the main line, by comparing the anti-corruption legislation, organization, punishment and supervision mechanism, the differences in education, to analyze the reasons for the success of Hong kong's anti-corruption work, and refine them, and then put forward the mainland in the process of the construction of anti-corruption mechanism, to further improve the anti-corruption related the construction of the legal system, the anti-corruption work into the legal system; the establishment of a special anti-corruption agency, to fight against corruption; continue to strengthen anti-corruption team construction, supervision and construction of all-round and multi-level control mechanism; to take preventive measures, in the prevention of corruption and strengthen the education to be more efforts to four targeted anti-corruption strategy.
