摘 要

近些年，各种类型的社会组织在公众生活中所起到的作用引发了大众广大关注和讨论。而这些社会组织的本身结构是否尽然合理也引发了一些热议。传统是否需要打破，有些人声称社会组织的改革迫在眉睫，可是各地的改革措施并不如此有效有力。好在社会管理的创新工作不断突破使得束缚和制约社会组织进一步发展的因素慢慢地获得了相应地释放。在这样的发展条件下，“枢纽型”社会组织现阶段所应用的工作模式不失为一个较好的创新社会组织管理模式，对社会组织的管理结构改革是一次勇敢的探索。这种管理结构类型的社会组织有一部分出现由于政府组织管理创新，还有一部分源于社会组织自主发展的需要，它尚是国内社会组织中发展出的新类型。

本文一共分为四个部分。第一部分阐述了“枢纽型”社会组织的定义与分类，为下文的研究作了充分的理论准备。第二部分探讨了为什么会形成该社会组织及其作用。第三部分以上海静安区和北京市为例介绍了“枢纽型”社会组织的现状并且从内外两个方面分析“枢纽型”社会组织的发展所面临的困境。第四部分针对上述问题位使得“枢纽型”社会组织得到更好的发展，从该社会组织本身层面与政府层面两个方面提出解决办法。

Research on Functions, Plights and Solutions of Hub-Type Social Organizations

Abstract

In recent years, issues related to establishment, management and development of social organizations are attracting more and more attentions from the government and all sections of society. The voice for reforming the traditional management system is quite strong and various creative practice springs up all over the country. With social management and its innovation work being further advanced, the dual management system that has restricted the development of social organizations for a long period has been substantially changed. Based on this situation, the hub-type mode of social organization provides a new optional path for innovating service management of social organization which is comparatively new in the development of domestic social organizations and the appearance of which mainly aims to meet the needs for management innovation of government and social organizations and independent development of social organizations.

This paper is divided into four parts. Firstly this paper elaborates the definition and classification of hub-type social organization, which provides adequate theoretical foundation for the following studies. In the second part, the author discusses the reasons for the formation of hub-type social organization and its functions. In the third part, the author analyses difficulties confronting the development of the hub-type social organization from both internal and external aspects. And finally, in response to the above problems, the author raises countermeasures from the hub-type social organization itself and the government to better develop the hub-type social organizations.
