摘 要

随着通讯、信息技术的飞速发展，网络逐渐成为传播信息的第四媒体，它在人们的日常生活中占据着重要的作用，使生产方式、生活方式等各方面发生了巨大的变化，与此同时伴随着网络舆论成为民众接收信息、表达意见的重要渠道，也是政府与民众沟通、互动的主要载体。然而事物都存在着两面性，例如网络舆论的监督缺乏监管、制度、法律等问题，如果问题严重可能危机国家和民众的安全。所以，在网络舆论监督中定位政府的角色是很有必要的，政府在网络舆论监督中该如何发挥其作用，如何合理的引导、管理、参与网络舆论监督是值得思考研究的。本文主要采用辩证唯物主义、案例分析等方法，从五个部分进行论述：第一部分论述了网络舆论监督的概念、特征和意义；第二部分阐述了在网络舆论监督中政府应该扮演的角色；第三部分分析了在网络舆论监督中政府角色错位的表现；第四部分总结了在网络舆论监督中政府角色错位的原因；第五部分提出了实现网络舆论监督中政府角色归位的途径。

The role of the government in the network supervision by public opinion

Abstract

With the rapid development of communication and information technology, the Internet has become the fourth media information dissemination, it in the people's daily life occupies a important role, great changes have taken place in all aspects of production mode, life style and so on, at the same time with the network public opinion into the important channel for people to receive information, express opinions and the government and the public communication and interaction of main carrier. However everything has two sides, such as network public opinion supervision lack supervision, law and system, etc... If the serious problem may crisis countries and people's safety. So, in the network supervision of public opinion orientation of the government role is very necessary, the government in the network supervision of public opinion in the how to play its role, how to reasonable guidance, management, participating in the network supervision of public opinion is worth thinking and researching. This paper mainly uses the dialectical materialism, case analysis and other methods, were discussed from five parts: the first part discusses the concept, characteristics and significance of the network supervision of public opinion; the second part describes the role the government should act in the network supervision of public opinion; the third part analysis the performance of the dislocation of the role of government in the network supervision of public opinion; the fourth part summarizes the reasons of dislocation of the role of government in network supervision of public opinion; the fifth part proposed ways to achieve homing the role of government in the network supervision of public opinion.
