摘 要

随着社会科技的发展，我国人口身体素质日趋提高，在医疗设施技术不断创新的今天，死亡率也随之降低，导致我国人口老龄化日趋严重。社会养老保险制度负担空前加重，然而“养老金亏空”现象却愈演愈烈。在此基础上，较多学者专家考虑到延迟退休年龄可以缓解养老金支付压力、实现个人的最大效用，提出我国也可以效仿西方发达国家，把“延迟退休年龄”列为政府考虑的政策选择之一。但是，延迟退休显然对就业有较大影响。现阶段，延迟退休年龄将增加就业压力，损害部分劳动者权益，影响社会不公平。是否应该在我国实施“延迟退休”制度以及如何实施的相关问题，本文将从延迟退休带来的养老问题、不同群体的利益问题、就业压力等问题分析，研究延迟退休年龄解决对策的原则，制定出小步慢行、渐进式推进，确定合理区间等方法。

Thinking About the Delayed Retirement age of our Country Government

Abstract

With the development of social science and technology, our country population increasingly improve physical quality, technical innovation in medical society today, decreases in the mortality rate in China's aging population has become increasingly serious. System of social endowment insurance burden unprecedented increase, however "pension shortfall" phenomenon has intensified. On this basis, more scholars and experts consider the delay retirement age can alleviate the pressure of the pension payment, to achieve maximum utility of the individual, proposed our country also can follow the western developed countries, "delay retirement age" as one of the government's policy choice. Delay retirement age, however, inevitably affects employment. At present, delay the retirement age would increase employment pressure, damage part of laborer rights and interests, social injustice. About whether it should be in the implementation of the "delay retirement" system in China and how to implement, the necessity of this research will further delay retirement, brought from delay retirement pension, the interests of different groups, the employment pressure, such as problem analysis, solution principle and the way the delay retirement age.

选题原因

在我国老龄化加快、人口预期寿命的延长的现实背景下，需要被养老人群迅速扩大。加上计划生育等政策影响，家庭养老也不如从前。而当今社会，万事万物不断发展，老人需求也随之增多，我国养老基金压力不断增大。在养老压力空前强大的同时，我国还出现养老金亏空现象，并愈演愈烈。养老问题在我国已然称为社会热点问题。延迟退休年龄可以有效解决我国养老问题。

当今社会，医疗设施技术的发展，降低了死亡率，提高了我国平均寿命，也提高了我国人口在相同年龄内的身体素质。现在处于50岁年龄的人与之前处于50岁年龄的人相比，较健康，思维能力较强，而工作精力也还较富足。延迟退休年龄符合人体发展规律，更加适应社会发展。
