摘 要

随着改革开放的深入，在党和政府的政策引领下，我国的城镇化进程发展迅速，城镇规模不断扩大、城镇人口迅速增加、基础设施不断完善、城镇功能增强等。城镇化对一个地区经济和社会发展有着重要作用，城镇作为区域经济的增长点，对周边区域也有带动和辐射作用。但我国在推进城镇化进程中，还是存在很多问题，城乡二元结构凸显，城乡差距不断扩大，“四化”不能同步协调发展等，这些问题如果不及时解决，将会成为我国城镇化稳定发展的障碍。

由于传统城镇化不能健康长久的发展，本文从传统城镇化出发，结合相关学者研究理论，从中剖析，以城乡分离为主要推进路径的传统城镇化过程中存在的问题及原因，探究新型城镇化推进路径，希望通过研究，找到一条全新的，使城镇化可持续发展的推进路径。

From the separation to integration of urban and rural- the new path of promoting new urbanization

Abstract

With the reform and opening up, the party and government policy guidance, the urbanization process in China has developed rapidly, expanding cities and towns, the rapid increase in urban population, continuous improvement of infrastructure, urban and other enhancements. Urbanization, economic and social development of a region plays an important role, as the growth of urban regional economy, the surrounding area also has a drive and radiation. However, in promoting the urbanization of the urbanization process, there is still a lot of problems, urban-rural dual structure highlights the widening gap between urban and rural areas, "four modernizations" not synchronized development, if not properly and timely resolution of these issues will affect China healthy and stable development of urbanization.

Based on the traditional urbanization without sustainable development, urbanization departure from the traditional to the theory and practice of combining the perspective from which to analyze, to separate urban and rural areas to promote the path of the main traditional process of urbanization problems and the reasons, explore new town Promotion of the path, we hope through research, to find a line with China's national conditions, so that the path of urbanization promote healthy and stable development.

引言

城镇化是社会现代化进程中的重要阶段。“据统计，当今世界的城镇化已经超过了50%。虽然2013年我国城镇化率已经达到52. 57%,但从城镇户籍数和政府提供公共服务水平等指标严格来说,我国的城镇化还达不到40%”^[1],所以这样的一种传统城镇化发展现状也叫做 “半截子的城镇化”^[2]。传统城镇化是一种粗放型的发展方式,在发展过程中出现了诸多的城镇化问题,“如城乡割裂、“三农”问题、人地分离、土地问题、资源短缺、环境污染等问题”^[3]。可见,传统的城镇化路径已不能很好的适应我国经济社会发展的要求,城镇化发展也必须另辟途径,必须寻找一条新的城镇化路径。

随着经济社会的进一步发展,城乡协调发展的新思路开始被提出来。2002年以来,政府连续发出一些指导“三农”的政策,统筹城乡发展的新机制逐步被确立。在这之后,我国的一些发达地区首先尝试城市和农村之间的衔接问题,摸索破除城乡间隔离状态的途径。2005年,我国全面取消农业税,“工业反哺农业、城市支持农村”^[4]成为了整合城乡发展的重要原则。农业和农村的发展步入前所未有格局。在这种新格局下,我国城与乡的关系开始改变。

客观来说，我国的城镇化发展至今，确实获得了一些显著的成就。但是,目前继续推进城镇化,仍然存在很多障碍。城乡之间的发展差距依然很大,“城乡之间的二元结构”也没完全破除，仍然阻碍着社会的发展。城乡之间的发展状况不协调日益凸显,失衡的城乡局面是我们急需解决的重要
