摘 要

公民参与是现代民主政治的核心与灵魂，只有通过广泛地公民参与，民主政治才能真正运转起来。以网络为平台的公民参与形式已成为我国民主政治建设与发展的重要组成部分，其在国家政治生活和社会管理事务领域也发挥着越来越不容忽视的力量。公民通过网络这个平台可以与政府进行“面对面”对话，表达自己的利益诉求和政治意愿，积极地参与社会公共事务，对政府行政部门进行监督。然而由于我国公民网络参与发展时间较短，暴露出不少问题.因此研究公民网络参政的问题已经成为一个特别重要而又非常紧迫的课题，对于我国公民网络参与具有重要的理论价值和现实意义。

本文在前人的研究成果基础上，阐述了其概念和特点，总结了我国公民网络参政议政的发展历程，进而分析了公民网络参政议政发展过程中存在的问题，最后提出了完善公民参政议政存在问题的针对性对策，以丰富相关领域的研究。

Our citizen network participation research progress

Abstract

Citizen participation is the core and soul of modern democratic politics, only by widely citizens participate actively, democracy can really work. With the development of network and information technology, people began to enter the era of digital life.Citizen participation has become an important part of  socialist democratic politics construction. At the same time this kind of political participation is one of the important means of administrative system reform of our country, which plays a more and more force not to be ignored in country's political life and social management. The citizens through the network platform can "face-to-face" dialogue with relevant government departments; express their interests demands and political will; actively participate in national and public affairs; and supervise the government administrative department. However, because our country citizen network political participation is still at the starting stage and in its development process also exposed many problems. Therefore，Research the problems of citizen network political participation has become a very important and urgent task and also has important theoretical value and practical significance for our country citizen participation.

In this paper, on the basis of previous research and practical experience, this paper expounds the concept and its characteristics, summarizes the development of our country's citizen network politics, citizen participate in network are analyzed in the development of the existing problems and reasons, finally put forward the corresponding countermeasures to solve the problem, to enrich related research.

绪论

（一）我国公民网络参政议政的研究背景

21世纪以来，随着我国互联网技术的迅猛发展，更多的公民能够有机会接触和使用互联网，网络开始渗入我们社会生活的各个领域。^[1]网络时代的到来，为我国公民参与开启了一个全新的模式，即网络参政议政。这种新形式的公民参与方法为公民参与提供了便捷的途径，大大增加了公民参与的热情监督政府工作行为，防止公务人员滥用公共权利，保证政府机关的廉洁性；促进政府管理体制的改革，增进政府工作创新能力；对于公民权力的充分实现，中国的政治民主化的推动都发挥着重要的作用。然而由于我国公民网络参政论政的发展时间较短，又加上网络所独有的跨时空性、便捷性、匿名性和交互性等特点，在其发展过程中会出现很多诸如公民网络参与的网络监督和法律方面不够健全、运行机制不完善、参与主体不理性、公民网络参与很难到政府的回应、网络暴力、人肉搜索、以及网络群体事件等一^[2]系列问题。因此对于研究我国公民网络参政议政的现状、存在的问题、以及剖析出现问题的原因，以求针对性地给出完善公民参政就显得很有必要、也是迫在眉睫，本研究的结果具有一定的理论和现实意义。
