摘 要

改革开放至今，我国相关社会事业不断向前发展，城市化管理水平也在稳步推进。社区作为城市的基本单位，在推动我国现代化建设和城市发展进程中发挥着越来越重要的作用，社区自身的管理水平也将影响着我国城市社区管理进程的发展，因此优化社区管理是我国社区建设的必不可少的条件，同时也是社区发展的内在要求。近年来，我国城市社区管理事业取得了巨大的进步，但是仍然存在着许多问题，比如：社区缺乏经费保障；社区管理体制单一、落后；管理观念陈旧；管理人员服务意识缺失；社区管理工作人员人数偏少、整体素质较低；社区居民对于城市社区管理事务的参与性和主动性普遍偏低等。妥善解决好上述研究问题对于增强我国城市社区工作人员的能力，改善城市社区管理水平等方面具有重要的实践意义。

本文力图从诸多专家和学者的理论研究成果及实践经验的基础之上，首先对城市社区管理的有关概念进行分析，简要介绍了我国城市社区管理的背景，阐述了城市社区管理的重要作用和意义，而后分析了我国城市社区管理中存在的问题，进而深入剖析，提出了存在这些问题的原因，最后就如何构建与我国当代社会相适应的城市社区提出了自己的对策建议及看法。

The study on problems, reasons and countermeasures existing in the urban community management of our country

Abstract

Since Chinese economic reform, our country’s social undertakings proceed ahead, urbanization management level improves steadily. As a basic ingredient of the city, communities have become more and more important in the modernization construction and urban development, the level of community management will affect the process of urban community process in our country, thus optimizing the community management is the inevitable condition of community construction, as well as the inherent requirement of community development. In recent years, urban community management has made remarkable achievements, but there are still some problems, such as lack of community financial security; the poor management systems; the obsolete concepts of management; insufficiency of service consciousness; scarcity of skilled management; fewer management and lower overall quality, low participation degree and enthusiasm of residents living in the city community, etc. Solving these problems to enhance the ability of managers and to improve the level of urban community management is of great practical significance.

This paper is based on the theories of research results and practical experience from many experts and scholars. Firstly, making a brief analysis to the related concepts of city community management, and expounding the functions and meanings of city community management, summarizing the background of the urban community management, then analyzing the problems of the city community management in our country, after that stating the reasons for these problems, finally offering suggestions on how to construct urban community which adapts to the contemporary society.

一、我国城市社区管理概述

（一）城市社区管理有关核心概念的界定

1.城市社区

“‘社区’这一概念最早来源于拉丁文，它的含义是共同拥有的事物和彼此友善、彼此亲密友善的关系”。^[1] 20世纪上半叶，我国社会学者费孝通先生把"community"一词翻译为“社区”，后被学者大量使用，并流传至今。“1986年，我国首次引入‘社区’这一概念，并做出了要在我国各城市中逐步推广有关社区管理、社区服务的工作的指示”。^[2]最近几年，我国众多社会学家及相关领域的学者对于“社区”这一概念开始进行细致而又透彻的研究，并且纷纷提出了他们自己对于社区这一概念的不同认识和看法，“例如刘视湘先生从社区心理学的角度出发，将社区理解为：某一地域中的个体和群体的集合，社区中的成员在日常生活、精神方面和文化方面存在着某种相互联系和共同的看法。除此之外，范国睿教授也曾对社区做出这样的解释：社区是那些生活在某一领域里的个人或集体，他们出于对政治、文化、教育等不同需求而形成的特定领域。不同社区之间的生活方式、文化认知、管理模式等也有所差别”。^[3]
