摘 要

自1995年江苏省开始选聘大学生村官以来，这项举措在全国范围内已经得到大力推广，引起了社会多方的关注，对于该政策同样褒贬不一，是政府作秀的工程还是深得民心，是有利于农村发展还是权宜之计，本文从多角度进行阐述和论证。

本文以浦口区为例，讨论了我国大学生村官群体和新农村建设的关系。本文主要分为六个部分：第一部分介绍大学生村官政策的背景以及其他学者的研究成果；第二部主要内容是研究村官政策所需的基本理论，提供理论基础；第三部分介绍了浦口区村官计划的发展现状，以及在实施过程中存在的不足；第四部分从政治、经济、文化三个方面，阐述大学生村官对新农村建设的作用；第五部分通过分析案例为第四部分提供论据；第六部分针对存在的问题给出的对策。

本文在理论联系实际的前体下，采用个案走访，数据分析等方法，力求全面客观分析该措施，希望给政策的制定者与实施者起到一定的借鉴与警示作用。

College student village official and the function of the new rural construction research——Based on Pukou District as an example

Abstract

Since the hiring of college student village official in Jiangsu province started in 1995,the move has been heavily promoted throughout the country, the attention of the society in every way,for the same policy mixed reviews，it is government show the project or popular,is advantageous for rural development or expediency,this paper expounds from various angles and argument.

Based on Pukou District as an example, this paper discusses the relationship between university student village official group and the new rural construction in China.This paper is divided into six parts:The first part introduces the background of the university student village official policy and research achievements of other scholars;The second part is the main content in this paper, we study the basic theory, demonstration village official policy provide the theoretical basis:The third part introduces the Pukou District village official plan development present situation,shortcomings and deficiencies in the process of implementing;The fourth part from the political, economic,and cultural three aspects, the existence of university student village official on the role of the new rural construction;The fifth part is case analysis, through the case to the fourth part provides the argument;The sixth part is given to solve the problems that exists in policy recommendations.

Under the precursor of theory with practice, this paper uses the case visiting, methods of data analysis, strive to comprehensive and objective analysis of the measures, hope to have some reference for policy makers and implementer and warning role.
