摘 要

江苏水资源充足，不仅为江苏社会经济的发展创造了良好的平台，而且为江苏快速前进发挥了重要性的基础作用。但是，伴随江苏社会的快速前进、经济持续的发展、建设的不断加强，加上人们一直忽视水体保护、滥用水资源以及缺乏创新的管理方式，致使江苏的水环境加速恶化，水资源的供不应求和水体遭受污染的问题越来越严重，制约了江苏的可持续发展。因此，了解和分析江苏水污染的近况，以便合理开发和高效利用水资源，加强水污染的保护和管理，是研究江苏水污染治理的积极意义。

本文通过对案例地研究，从相关政府部门、排污企业及公民个人的角度找出了江苏水污染治理中存在的几个主要问题，即政府部门对污染企业的监管不力、污染企业自身缺乏管理、公民个人缺少水体保护意识。并针对江苏水污染治理的特点，探讨性地给出了相应的解决对策，比如：政府应完善对污染企业的监督和管理、污染企业应管理规范化、公民个人应自觉养成水体保护意识等。本文目的是对江苏治理水污染和实现水资源的可持续利用提供能够借鉴的方法和根据，促进江苏社会经济的发展。

Problems and Countermeasures of Jiangsu Water Pollution Control

Abstract

Water is regarded as the treasure of human and source of life while the abundant water resources in Jiangsu Province has produced favorable conditions for economic and social development along the basin. However, with the rapid progress of Jiangsu social, economic sustainable growth, the building of has been continuously strengthened, and people have ignored the protection of water , utilization of water resources and the lack of innovation management, resulting in the water environment in Jiangsu to accelerate the worsen, the available water resources and water from pollution problem is becoming more and more serious, which restricts the sustainable development in Jiangsu. Therefore, comprehending and analysis of the present situation of water contamination in Jiangsu, in order to rationally develop and efficient use of water resources in Jiangsu and to strengthen the protection and management of water pollution, water pollution control in Jiangsu has a positive significance.

Through case studies, from the relevant government departments, enterprises and individual citizens pollution point of view to identify several major problems exist in Jiangsu water pollution control, namely the government's weak supervision of polluting enterprises, pollution of their own lack of management, individual citizens lack of water protection. According to the characteristics of Jiangsu and water pollution control, to explore the nature gives the corresponding countermeasures, listed as: the government is supposed to perfect the supervision and management of polluting enterprises, pollution enterprises should be standardized management, individual citizens should consciously cultivate the consciousness of water protection and so on. This article aims to Jiangsu water pollution and sustainable use of water resources may be supplied according to the reference methods and to reduce the adverse effects of water pollution on the social economic development of Jiangsu.
