摘 要

履行企业社会责任对于企业成长至关重要，但是当代社会中许多公司都对它不甚关心也不加理会，这对树立企业形象百害而无一利，也破坏了社会的良好风气，给社会造成不利的影响。因此分析企业社会责任履行滞后的原因而对症下药的加以改善，在社会转型之际具有重要意义。企业承担社会责任时势必会与其营利的根本宗旨产生矛盾,在实现企业社会责任的全面履行进程中,企业固然是放在第一位的,与之对应的，政府的监管也是必不可少的。

由于我国企业社会责任的现状不甚明朗，本文在阐述企业社会责任及政府监管必要性的前提下,由企业社会责任履行的现状引出政府对企业社会责任履行监管不力的原因，主体部分突出政府作为社会治理主体的监管责任,并以政府的立场为尽量表现出履行企业社会责任的核心作用提出了适当的建议，以此希望能够让企业更完备的履行本身的社会责任。

Abstract

Enterprises to bear social responsibility is bound to contradict the fundamental purpose of corporate profits, about the full implementation of corporate social responsibility of the realization procedure, the enterprise is the first, but the corresponding, government regulation is also essential.

Because the status quo of social responsibility of Chinese corporations is not clear, this paper expounds the reasons for the lack of supervision of corporate social responsibility by the status quo of corporate social responsibility under the premise of expounding the necessity of corporate social responsibility and government supervision. The main body highlights the government .
