摘 要

随着信息化的全面推进，数据已成为我国基础性的战略资源，运用大数据来推动社会发展俨然成为一种趋势。政府掌握着很多的数据，要进一步挖掘大数据，创造大数据潜在的价值，提供精准、优质的服务从而提高人民群众的满意度，同时对政府的职能转变提出了要求。促进政府社会职能转变，对于打造服务型政府有着重要而深远的意义。

但是，大数据时代也面临着挑战，数据安全是首当其冲要考虑的问题，同时，政府自身的不足和部门之间的行政壁垒而造成的“信息孤岛”现象，这都要求政府促进职能转变，尤其是在国家治理现代化的当下，大数据被赋予了新的历史使命。

本文以政府社会职能转变为研究对象，对大数据时代的政府社会职能进行科学定位，并且在相关理论解释的基础之上分析大数据时代政府社会职能存在的问题及原因，最后提出转变的对策建议。

A Study on the Transformation of Government 's Social Function in the Big Data Age

Abstract

With the comprehensive progress of information technology, data has become China's basic strategic resources, the use of large data to promote social development has become a trend.The government has a lot of data,it should strengthen the deep excavation of large data, create the potential value of large data and provide accurate and high quality services to improve the people's satisfaction, while the government's functional changes made a request.Promoting the transformation of government social functions, for building a service-oriented government has important and far-reaching significance.

However, there are also lots of challenges in the era of large data, data security is the first to consider the issue.At the same time, the government's own deficiencies and administrative barriers between departments caused by the "information island" phenomenon, which requires the government to promote functional changes, especially during the modernization of the state in the moment, large data has been given a new historical mission.

This paper transforms the government social function into the research object, carries on the scientific position to the government social function in the big data age and analyzes the problems and causes of the social functions of the government in the great data age on the basis of the relevant theoretical explanation, and finally puts forward the countermeasures and suggestions for the change of the government's social functions in the era of large data.

数据是客观事实经过获取、存储和表达后得到的结果，通常以文本、数字、图形、图像、声音和视频等表现形式存在。^[1]大数据重在强调数据之大，随着互联网、物联网、云计算和Web2.0等信息技术的不断发展，纷繁复杂的信息无时无刻不再被各种设备记录下来，这也导致了数据的爆炸式增长。
