摘 要

21世纪的今天，互联网的普及和发展提高了人们的工作效率，同时也改善了人们的质量和方式。但互联网在给人们带来效率的同时，个人信息安全问题也威胁着公民的利益。个人信息的泄露导致的财产损失及人身伤害、网络上各种虚假信息的传播、个人信息的非法买卖等等都是当前急需解决的问题。本文通过对互联网行业发展状况和个人网络信息安全泄露事件的分析，结合国内外学者的研究经验，运用文献综合与归纳总结的方法，目的是从管理角度出发给出保障信息安全的建议和对策。本文的研究成果主要得出了网络信息安全出现问题的四个方面即信息安全监管主体方面，信息安全专门立法方面，自律机制方面，最后是个人信息安全意识方面，通过对四个方面问题的分析一一给出完善的对策或建议。通过对公民网络信息问题的分析，论文得出的结论有两点：一是我国个人信息安全的专业立法缺失，二是我国公民自身的信息安全意识过于薄弱。

Research on citizen information security in network era

Abstract

Twenty-first Century, the spread and development of the Internet improves people's work efficiency, at the same time, it also enhance people's quality and style. But the Internet is a double-edged sword, while bringing efficiency to the citizen, personal information security issues also threaten the interests of citizens themselves, and even threaten the stability of society. Property and personal injury caused by personal information leakage, the spread of false information on the internet, the illegal sale of personal information and so on are the urgent problems to be solved. Based on the analysis of the development of the Internet industry situation and personal network information security breaches, combined with the research experience of domestic and foreign scholars, through literature review and summarization method, this article aims to give the suggestions and countermeasures of information security from the aspect of management. The research result mainly is the four aspect of the network information security problems: information security supervision, information security legislation, self-discipline mechanism, and finally the personal information security awareness, through the analysis of the four aspects of the problem, this article gives the countermeasures or suggestions. Through the analysis of the citizen network information security problem, the paper draws two conclusion that one is the major legislative defects of network information security in our country, the information legislation is still not complete, the two is the information security awareness of our citizens are too weak, a large part of the citizens pay little attention on protection of personal information.

引言

近年来，信息技术和通信工具的发展迅速，多元化的社会价值促进了公民对信息共享传递的需求，这也是为什么网络发展速度如此之快的原因。网络也根深蒂固的在各个行业扎根立足，网络在国防科技、经济发展、学校教育、银行、大众广播、文化娱乐等方面都有广泛的应用。十八届六中全会提出到第二个百年目标也就是2050年的时候，要全面进入工业化和信息高速时代，这离不开网络的发展。  

各行各业都离不开网络，因此网络安全一直以来就备受关注。网络安全性不好不但会给公民带来诸如账户被盗，钱财受损等很多麻烦，也威胁着和谐社会稳定秩序的发展。网络信息安全如此重要，可目前的安全状况却得不到相应的重视，虽然在发生了各种信息安全事件之后，中央政府和地方政府否成立了信息安全部门，但对公民个人的信息安全重视的还不够，反观国外这方面却做得很好。近年来，公民信息频频泄露，由此造成的非法信息买卖、欺诈、电信诈骗等事件层出不穷，这不仅威胁到公民本人的财产安全甚至是人身安全，也不利于服务型政府的建设。

根据国家互联网信息中心的调查显示，截止2016年12月份，我国网民数量达7.5亿多人，互联网普及率达53.6%，这两组数据都超过了全球平均水平。^[1]网络信息化是国家实现工业化的必要条件，但在互联网迅速发展普及的同时，诸如垃圾短信、木马邮件、非法个人信息买卖、网络骚扰电话、电信咋骗等问题始终充斥着人们的生活，这不但引起了政府部门的极大重视，也使公民网络信息安全的研究受到国内外学者的重视。
