摘 要

社会组织是具有自主性、公共性，独立于行政机关之外的社会团体，其承担着相应的社会职能，有着自己的宗旨使命，活跃于经济、政治、文化各个领域，提供着公共服务，参与着社会管理。在我国，随着民主法治化建设的不断推进，社会治理更加强调多元化主体的参与，其中社会组织作为集中民主民意的团体，其政治参与职能的发挥意义极大。但是，由于当前我国相关法律法规、管理体制、监督机制的不健全，社会组织自身发展不完善，筹资困难等现状，使得社会组织参与公共政策水平不尽人意。本文将分析我国社会组织参与公共政策的国内发展现状，从而分析我国社会组织参与公共政策过程中的困境及原因，最后，根据分析出的原因，提出有针对性、有操作性的解决路径。

Research on the Status Quo, Dilemma and Promotion of Policy Participation in Social Organizations

Abstract

Social organizations are autonomous, public, independent social organizations outside the executive authorities. They undertake corresponding social functions and have their own mission. They are active in all fields of economy, politics and culture, and provide public services. Social management. In China, with the continuous advancement of democracy and the rule of law, social governance has placed more emphasis on the participation of diversified subjects. Social organizations, as a group that concentrates on democratic opinions, have played a significant role in their political participation functions. However, due to the current imperfections of relevant laws and regulations, management systems, and supervision mechanisms in China, the social organizations themselves are imperfectly developed, and funding is difficult, which makes the participation of social organizations in public policy unsatisfactory. This article will analyze the domestic development status of China's social organizations participating in public policy, thus analyzing the difficulties and causes of the participation of our country's social organizations in public policy. Finally, based on the reasons analyzed, we propose targeted and operational solutions.
