摘 要

随着社会治理精细化的提出，社区在整个国家治理体系和治理能力现代化中的角色日益凸显。作为一种创新事物，社区基金会在推动社区自治，公益慈善，链接政府、市场与社区等方面的重要作用也受到各方关注。但是随着实践与探索的深入，当前社区基金会组织发展的政策环境薄弱、资金可持续性低、内部治理失灵、居民参与程度低等问题也开始暴露在公众的视线中。因此，本文将以现今国内外的相关经验为参考，探究社区基金会的内涵与现状，总结出社区基金会发展的困境与出路，希望为社区基金会的进一步建设与持续发展提出建议，并为相关研究提供新的思路。

本文主要分为四部分，第一部分详细阐述了社区基金会的相关概念和社区基金会发展的重要意义。第二部分总结了社区基金会发展的现状。第三部分分析了当前社区基金会发展所面临的一些问题。最后一部分则是针对当前社区基金会发展所面临的问题，总结出了对应的解决措施和建议。

Research on the Status Quo, Dilemma and Countermeasures of Community Foundation Development

Abstract

With the refinement of social governance, the role of the community in the modernization of the entire country's governance system and governance capabilities has become increasingly prominent. As an innovative thing, the important role of community foundations in promoting community self-government, charitable philanthropy, linking government, market, and community has also attracted attention from all parties. However, with the deepening of practice and exploration, problems such as weak policy environment, low sustainability of funds, internal governance failure, and low level of residents’ participation in the current development of community foundations have begun to be exposed to the public’s attention. Therefore, this article will use relevant domestic and foreign experience as reference to explore the connotation and status quo of community foundations, summarize the difficulties and outlets for the development of community foundations, and hope to provide suggestions for the further construction and sustainable development of community foundations, and, provide new ideas for related research.

This article is divided into four parts. The first part elaborates the related concepts of community foundations and the significance of the development of community foundations. The second part summarizes the current status of community foundation development. The third part analyzes some of the problems faced by current community foundation development. The last part is about the problems faced by the current community foundation development and summarizes the corresponding solutions and suggestions.
