摘 要

大学生村官计划起源于1995年江苏省丰县启动的“雏鹰工程”，时至今日已有22个年头，目前大学生村官奋战在全国各地，在农业生产第一线挥洒汗水与激情，成为新农村建设的骨干力量、党政干部队伍的后备人才，他们当中许多都成为了优秀人才，更好的诠释了大学生村官充满了无限的潜力，未来无限光明。不过，大学生村官在农村治理的过程中也存在着一些困境，例如待遇不高、保障政策不完善、融入农村较难以及实践经验缺乏等问题，有待学者的研究分析。

本文通过查阅文献和问卷调查，论述了大学生村官参与农村治理的重要性，并对大学生村官在此过程中的存在的问题分别从政策、大学生村官自身、社会这三个层面作出了具体分析，并且提出了自己的对策。政策方面需要完善各种保障、考核及监督机制；大学生自身层面需要加强自我认同感，培养责任感，尽快融入农村生活；社会方面要加大对于大学生村官这一岗位的宣传力度，增强大学生村官的自豪感和归属感。

A study on the problems existing in the system of College students' Village officials and their Countermeasures

Abstract

The College Student Village official Program originated from the "Young Hawk Project" launched in Fengxian County, Jiangsu Province in 1995, and it has been 22 years now. At present, university student village officials are fighting hard in various parts of the country, spilling sweat and passion on the front line of agricultural production. They become an important force in rural development and the talents from the Party and the state , and many of them have become outstanding talents, The better interpretation of the university student's village official is full of the infinite potential, the future is infinitely bright. However, there are also some dilemmas in the course of rural governance of college students, which need to be studied and analyzed.

Through consulting the literature and questionnaire survey, this paper expounds the importance of college students' village officials to rural governance, and analyzes the difficulties of college students' village officials from the policy, the college students' village officials themselves and society. These three levels make an analysis of the problems and put forward my own proposal. In the aspect of policy, it is necessary to perfect all kinds of guarantee, assessment and supervision mechanism, and college students should strengthen sense of identity and responsibility and integrate into rural life as soon as possible. In the social aspect, we should strengthen the propaganda of the position of college students' village officials, and enhance the sense of pride and belonging of college students' village officials.
