摘 要

面对城市化进程中产生的诸多矛盾和复杂的问题，传统的社区服务已经无法满足居民日益多样化的需求，为了缓和社会冲突，创新社会服务模式，改善基本民生，推进社区社会工作发展成为新时期我国经济社会发展的必然要求。“政府主导，社会运作”的模式推进全市各街道社区的社区服务中心(后更名党群服务中心)建设，推动了社区社会工作的大力发展。

本文以党群服务中心的角色和功能为视角，运用文献研究法、田野调查法、和比较分析法等方法对、进行研究。结果显示存在社群党群服务中心建设的定位不清、主要服务工作缺乏专业指导、主体性公共服务的要素缺失等问题。究其原因，主要是领导队伍综合素质的缺乏、资金的不足、部分居民的文化素养不高等。有鉴于此，可以从精准定位党群社区工作、巩固我国社会工作专业化的发展方向、促进社会工作主体机构之间的交流与合作等方面优化社区党群服务中心的功能。有效的应对社区社会工作在实际运作过程中存在的问题，促进社会工作进一步的发展完善。与此同时，党群工作需要深入基层，切实发现问题和挑战，并根据现实情况提出应对之策，从而促使社会工作体制的完善创新。

Study on the Role and Function of Community Party and Mass Service Center--A Case Study of Nanjing A Community

Abstract

Faced with many contradictions and complex problems in the process of urbanization, traditional community service has been unable to meet the increasingly diverse needs of residents. In order to ease social conflicts, innovate the mode of social service, improve the basic livelihood of the people, and promote the development of social work has become an inevitable requirement of China's economic and social development in the new era. The model of "government-led, social operation" promotes the construction of community service centers (later renamed party and mass service centers) in the whole city, and promotes the vigorous development of community social work. From the perspective of the role and function of the Party and the masses Service center, this paper uses the methods of literature research, field investigation and comparative analysis to study. The results show that there are some problems, such as unclear positioning of the construction of community party and mass service center, lack of professional guidance in the main service work, and lack of elements of subjective public service. The main reasons are the lack of comprehensive quality of the leadership team, the lack of funds, and the low cultural literacy of some residents. The main optimization schemes summarized are: accurately positioning party and group community work, consolidating the development direction of social work specialization in China, and promoting exchanges and cooperation among the main bodies of social work. How to effectively deal with the problems existing in the actual operation of social work and promote the further development and improvement of social work, we need to go deep into the grass-roots level, find problems and challenges, and put forward countermeasures according to the actual situation, so as to promote the improvement and innovation of social work system.

（一）研究背景和意义

1.研究背景

新中国成立70周年以来，我国的基层体制也发生了巨大的改变，随着经济体制的改革而发生变迁。逐步从“单位制”转化为“社区制”。在过去由单位和政府承担的社会福利和社会服务职能需要一个专业的机构来执行。^[1]在这样的背景下，以居民为对象，把满足居民需求作为目标的社区社会组织随之产生。我国社会工作兴起于上个世纪80年代，1996年罗山市民会馆的出现宣告着我国第一个真正意义上的社区社会组织在上海浦东新区成立。2013年十八届三中全会《决定》提出了新的要求，采用政府购买服务提升社区工作的竞争力，扩大社会组织的影响力。

自2007年民政部先后在165个市进行社区社会工作试点探索以来，各地区积极探索，创新发展。其中值得注意的是，广东，深圳等地采取公办民营，购买服务的方式在社区建立了党群服务中心。深圳是我国改革开放的排头兵，社区党群服务中心在这里也蓬勃发展，经过十几年的发展，党群服务中心逐渐成为社区的标配。^[2]2016年4月深圳民政局主办的党群服务中心研讨会召开，经过详细讨论，决定将深圳668家社区服务中心全部更名为社区党群服务中心。

2.研究意义

在新的历史时期，党依旧肩负着领导人民以及以经济建设为中心的基本任务。历史和现实的经验表明：什么时候党群的关系几解决的好，党的事业就能不断往前发展，什么时候党群关系出现问题，党的发展就受到险阻。党群关系，是党生存，发展以及实现长久治安的基础。党员干部需要心系全心全意为人民服务的意识，从意识落实到行动上，凡事要挂念群众，怀揣着一切为了群众的理念，在工作中依托依靠群众的力量。通过不断的与群众的融合，我们党才能永葆先进性。
