摘 要

随着“数据时代”到临，开放数据网站更是风靡全球，中国政府紧跟时代脚步，把握着大好时机，努力的迈着前进的步伐。政府数据网站的开放带动着宏观经济，更是给民众创业，高科技创新助力，促进民众和政府共同协力已求得更多的发展机遇，现如今形势也是得到了广大公民和各个政府部门的高度重视。

中国政府开放数据网站，不单单是对经济有所推动，对政治也有着重大的意义。在开放数据网站下，群众的监督会更加有力。通过数据，可以对政府的各种作为进行验证，由此带来的监督能力可以将腐败大大的打击，另一方面也提高了政府的效率。如果能够实现数据信息上面的开放，我们的社会也将变得透明公正。

当然，政府开放数据网站也是有潜伏着的危机因素。一件事的功能性越大，与之相反的危机越让人担忧。面向社会面向政府的多重机遇，风险危机却要提早预防和处理。涉及国家安全、商业机密、公民隐私。很多国家已经有了有效的措施用来预防风险的发生。作为政府数据开放的后起者，一方面需要去学习其他国家的措施，另一方面更需要根据自己的国情，制定一套属于我国，适用于我国的开放数据网站的措施和对策。本文对中国政府开放数据网站进行了调研，研究了中国政府如今开放数据网站的建设并指出个人对中国政府开放数据网站建设存在的问题及改进。

A Study on The Status Quo of Chinese Government's Open Data Websites

ABSTRACT

With the coming era of "data", the open data site is more popular in the world, the Chinese government to keep pace, seize the opportunity, with the pace of progress. 第一章 绪论

1.1 研究的背景

中国政府开放数据网站，中国大数据的商业可利性还有着很大的前景去进行发掘和壮大，因为大数据它是具有分散性的。在政府的内部，垄断国企业和互联网巨头之中，具有极大的价值取源于他的数据。中国政府开放数据网站，给中国各大商业提供了一个平台和一种手段去产生更多的价值和利益，在商业这个层面，所开放出来的数据网站的功用有极大的体现。

2015年5月，中国政府部门提出的《促进大数据发展行动纲要》一日之内出现在各种热搜上，微博贴吧，很多群众更是在空间里面不断的转发，民众的呼声不断。发文里面一再强调去让政府部门将数据网站开放出来，做到开放出来的数据可以做到与民众共享，落实到基础群众的每一个人，逐步带动共有数据的开放和资源使用。务必要实现在2018年之前形成跨部门数据共用，直至2020年底达到所有共享门户网站全覆盖和数据共用及交换。2025年创建25家国际卓越的大数据领导性巨头产业，800家政府数据网站应用站点，若干家服务和产品制造大型商业公司。

1. 为了迎合公众社会活动的需要。2、政府部门应该在大数据时代给民众提供的一项公共服务。3、让民众在大数据时代下更好的去掌握了解公共信息并去关注自己的国家。4、让民众可以在大数据时代下了解可以拥有可以接触到的一些基本权利和作为一个新时代人应该了解到的政府信息以及开放数据网站的建设和发展形势。

1.2.2 研究的意义

政府部门面向社会以及群众开放出数据，给出已有的数据，然后对一些敏感信息经过脱敏规则进行数据的调整，从而去保护这些敏感隐私数据。其中涵盖了天气数据、GPS数据、金融数据、教育数据、交通数据、能源数据、医疗数据、政府投资数据、农业数据等等。虽然它的原始数据自身的商业价值并不是很大，但是很多公司它进行加工之后，给大众带来的商业价值却是非常的重大。再者，这些数据也可以为普通民众所使用，民众可以使用用来创新，比如开发一些应用等等，涉及的是多方面的功用。
