摘 要

近年来，随着社会经济的蓬勃发展，互联网产业结构的日趋完善，人们对电子移动设备的应用性期待值愈来愈高，政务微博和政务微信出现在人们的视野中。到目前为止，发现其存在是具有合理性的，增加了政府相关部门持续跟进民意的路径，微政务现已然成长成政府议会的必不可少的政治内容。因此，需要通过对省级政府双微政务的调查来分析当前政务微博和政务微信的发展现状。

首先本文先界定了双微政务的定义和研究现状，然后通过数据调查制定与双微政务发展密不可分的一级、二级指标，并选取省级政府中双微政务发展态势相对较好的政府——江苏省作为本次调查的研究对象，接着，在江苏省一众双微政务中选取排名前8进行一系列的数据采集，调查结果显示出影响双微政务的发展态势的指标，进而反映出当前政务微博和政务微信的发展现状。最后指出双微政务存在的问题并提出针对性策略。

Investigation and Analysis of Provincial Government's Double-micro Government Affairs

Abstract

In recent years, with the vigorous development of the social economy and the increasingly perfection of the Internet industry structure, people’s expectations for the application of electronic mobile devices have become higher and higher, and government affairs microblog and government affairs Wechat have emerged. Since its establishment, the rationality of its existence is obvious to all. It has increased the way in which relevant government departments have continued to follow public opinions. Micro-government has now grown into an essential political content of the government's parliament. Therefore, we need to analyze the development status of the current government affairs microblog and government affairs WeChat through the investigation of provincial governments' dual-micro government affairs.

First of all, this article defines the definition and research status of the dual-micro government, and then through data surveys, formulates primary and secondary indicators that are inseparable from the development of dual-micro government, and selects governments with relatively good development trend of dual-micro government in the provincial government. ——Jiangsu Province, as the research object of this survey, then selected a top 8 of a series of data collections from a group of Shuangwei government affairs in Jiangsu Province. The survey results showed indicators that influence the development trend of Shuangwei government affairs, and reflected The status quo of the current government affairs microblog and government affairs micro-channel development. Finally, it points out the problems existing in the dual micro-government and proposes targeted strategies.

第一章 绪论

1.1 研究背景

2011年，其作为中国开启双微政务的标志性的一年，具有重大意义^[1]。而后，国家互联网相关部门又于2014年颁发告令^[2]，要求各级政府部门积极贯彻落实政务微博和微信双微政务账号信息内容建设，持续拓宽和提升公众账号的应用模块既而能服务群众，且要实施政务微博和微信共同运作、携手并进，在即时通信平台设立“多部门参与、多账号展示的政务大厅”功能模块，从而更加便捷地实现信息资源共同分享，根据群众需求提供定制化的服务。从此，“双微政务”这个名词出现在群众的视线中，这使得各级地方政府积极投入到政务微博和政务微信平台的建设中去，推动了电子政务的快速普及和发展。
