摘 要

随着社会的转型和经济的发展，民主观念得以广泛传播，民众的责任意识日益增强，民生问题也备受政府和社会各界的关注。与此同时，公共决策失灵，重大民生决策事项出现各种问题在政治生活中常有发生，探寻并遵循民意，已经成为推进政府民生决策科学化、民主化的重要保障。因此，倾听民意，建立健全民意调查制度是促进民主政治发展，构建社会主义和谐社会的必然要求。

本文基于国内外学者对民意调查研究的基础上，先对相关概念进行梳理整合，了解民意调查的主要作用，继而通过分析民意调查制度介入政府民生决策的问题及其原因，试从加强民主化决策、建立法律和行业规范、提高技术水平、健全民意诉求回应机制四个角度论述如何完善民意调查制度，以促进政府民生决策科学化、民主化。

The construction of public-opinion poll survey based on the major decision-making of livelihoods

Abstract

With the social transformation and economic development, the concept of democracy can be widely spread, the awareness of responsibility of the republic has been increasing, and livelihood issues have attracted a lot of attention of the government and the society from all walks of life. At the same time, public policies often meet failure and various problems often occur to major livelihood policies in political life. Exploring and following the public opinion have become an important guarantee to promote the decision-making of livelihood of the people government scientific and democratization. Therefore, listening to public opinion and establishing a sound system of public opinion poll are necessary to promote the development of democratic politics, as well as the construction of socialism harmonious society.

Based on the survey of public opinion research from domestic and foreign scholars, at first, this paper through combing the integration of related concepts, understanding the main functions, then analyzing the problems and reasons of public opinion research system in the government’s people’s livelihood decision, try to discuss how to improve the system of public-opinion poll from four aspects of strengthening democratic decision-making, establishing laws and industry standards, improving the technical level, sounding public demand response mechanism in order to promote the decision-making of livelihood more scientific and democratic.
