摘 要

发展可再生能源有利于我国改善经济结构，调整经济发展方式，实现全面小康社会的可持续发展目标。目前，我国可再生能源补贴制度正处于不断发展之中，但其制度体系较为糅杂分散，相关规定散见于不同的法律、法规规章与其他规范性文件之中，无论是在制度方面还是在实施过程中都存在问题。在制度设计方面，我国可再生能源补贴制度十分分散、杂乱无章，立法宗旨缺乏明晰性与协调性，补贴措施与其他措施衔接不上，协调无度；在实施过程中，我国可再生能源补贴制度的补贴资金缺口越来越大，又一次创造记录，导致补贴拖欠得不到改善，成为补贴的财政累赘，有碍市场竞争力的培育，骗补现象尤为严重。同时，世界先进国家政府补贴制度的优秀经验将向我国提供可借鉴的手段方式，从而修缮我国的可再生能源补贴制度。

Extraction of renewable energy subsidies

Abstract

It has a vital significance for the development of renewable energy to adjust economic structure, transform the way of economic development, alleviate the pressure to population resources brought by the rapid growth situation of economy and achieve the goal of sustainable development of building a well-off society in an all-round way. At present, the system of china’s renewable energy subsidies policy is numerous and dispersed. Relevant provisions are scattered in the laws, rules and regulations, local government regulations and norms of file. Although the renewable energy subsidy system is under the background of continuous development, there are problems both in the system and the implementation process. In the aspect of system, the system of china’s renewable energy subsidy exists some problems, such as the legislation is scattered, numerous and complex; the purpose of legislation is unclear, uncoordinated between subsidies and other measures. In the process of implementation, China’s renewable energy subsidy system has some problems, such as the gap of subsidy funds has increased the financial burden of subsidies, hindered the cultivation of market competitiveness and a sharp phenomenon of diddling subsidies. At the same time, the excellent experience of the government subsidy system from the world’s advanced countries will provide the means to our country to use for reference, so as to improve the system of renewable energy subsidies in china.

随着经济的快速发展以及人们生活条件的不断改善，社会对能源的需要大规模增长。然而，由于以石油、煤炭等为主的传统能源自身的稀缺性与环境破坏性等特点，这些传统能源无法完全满足人们的使用需求。因此大力发展可持续利用的并且对环境不会造成过多负面影响的可再生能源就成了首要任务。
