摘 要

教育不均衡问题一直是中国教育发展中的一大难题，也是社会各界关注的焦点问题。目前我国地方高中教育资源存在师资分配不均衡、资金投入不均衡、硬件设施配置不均衡的问题，由此导致地方高中教育水平差异越来越大。因此，教育资源均衡配置成为实现地方高中教育公平的首要任务。

本文是选取淮安地区作为研究分析对象，淮安市作为江苏省苏北中心城市，教育现代化省级监测综合得分连续两年保持苏北第一。苏北城市经济相对于苏南城市较落后，但淮安市近年在教育上得到快速发展，笔者将从该角度进行探讨，采用文献研究法、比较分析法、问卷调查法、访谈法进行研究分析。举例分析江苏省淮阴中学和江苏省清河中学两个不同层次的高中的资源配置状况，研究表明，淮安地区教育资源配置主要问题集中在教师配置、资金分配、设施配置以及管理制度不完善四方面，而涉及主体主要是政府和市场。因此，从政府投入和市场两方面来调节师资、资金和硬件设施的配置，实现淮安地区教育资源配置均衡，达到教育公平的目的。

The Research on the Balance Strategies of Educational Resource Allocation

in the Local High School

——A Case Analysis Based on the Survey in Huai 'an

Abstract

The problem of imbalanced education has always been a difficult problem in the development of education in China and it is also the focus of social. At present, there are some problems in local high school education resources in China. For example, unbalanced allocation of teachers, unbalanced capital investment and unbalanced allocation of hardware facilities, which lead to increasingly large differences in local high school education level. Therefore, it is the primary task to solve problem and then it can realize the fairness of local high school education.

This paper selects Huai'an as the research and analysis object. As the central city in the south of Jiangsu province, Huai'an has maintained the first place in the comprehensive score of provincial education modernization monitoring for two years. The author will discuss from this point of view. It will use Literature Research method, Comparative Analysis method and Survey method. This paper will analyze the resource allocation of Huaiyin middle school and Qinghe middle school, and analyzes the problems. The research shows that the allocation of educational resources in Huai 'an mainly focuses on teacher allocation, fund allocation, facility allocation and imperfect management system. Therefore, the allocation of teachers, funds and hardware facilities should be adjusted from the two aspects of government investment and market, so as to realize the balanced allocation of educational resources in Huai'an and achieve the goal of educational equity.
